>>544018086Because the founders had to come up with a system that both states with large populations and states with small populations could live with. So the compromise they came up with was that the lower house of Congress (The House of Representatives) would allot seats among states proportionally to population while the upper house (The Senate) would have equal representation irrespective of population for each state. Since electoral votes are alotted on the basis of how large a state's congressional delegation (Senators + Reps) states with small populations have disproportionate influence.
