Easily at least half of white collar jobs are make work jobs. Corporations aren't going to fire these people. They already don't need them and they're already paying them a salary and full benefits.

with the promise if they just get an education,
they'll have a cushy job waiting for them.

They'd never let a working class person in one of these jobs. Even if this working class person had an advanced education. They don't have the correct accent, and don't use the correct language that's expected of the class of people that are allowed into white collar jobs. If you go to interview, they'll think you're there for a landscaping contract.
