It's a catch-22

If you cash the stock market you lose cap gains that's 10% of their tax revenue.
That leads to unemployment which is 50% of their tax revenue.
That leads to bail outs which just adds more bonds to be sold.
Selling bonds to finance another bailout will result in higher bond rates.

and the cycle continues.

The only way out of this is to build a bunch of powerplants and actually do something with them.
The U.S. government hasn't cared about a real economy in 55 years.
