State level internal intelligence have much lower clearance and even the heads of those institutions shouldn’t be able to act alone. There are safeguards to prevent this. The interesting question is whether Hanning and his man inside German intelligence were able to act alone and to what clearance level? Hans-Georg Maaßen who used to run national internal intelligence (BfV) says that it shouldn’t have been possivle for Hanning to get access to high level classified material without several other people knowing and there being a paper trail. The investigation could reveal if these agencies are functioning correctly, if they are compromised, or if Hanning is being framed.This might then align with the AfDs view that the state level intelligence agency is politically compromised. That’s just roughly how I understand it. Im sure smart people who study these things will have better explanations.
