America is the richest and most powerful country on Earth. You telling me you can't afford burying your power lines to reduce economic damage from frequent hurricanes? Requires pipe and maintenance/upgrades become a lot more costly.
The labor for installation and maintenance would make the consumer costs increase exponentially.
