I'm a Republican volunteer in Harris County (Houston and surrounding suburbs) and it is known that we have a general election participation deficit. Several of my conservative neighbors, even, don't bother voting in the general election most years because they've been guaranteed for so long. We will lose, eventually. But the election following that will bring out much higher general election voters, probably for both parties. Ultimately, GOP is advantaged on long time scales. And even leftwing candidates need a moderate agenda to make progress with the state legislature.
