A 24-year-old Able Seaman of the Royal Navy appeared in court on Thursday charged under the National Security Act 2023 with preparing to pass protected defence and intelligence information to a foreign power.
Teddy Stanley Greenidge Young, a warfare intelligence rating with high-level security clearance, is accused of obtaining, copying, recording or retaining sensitive material and engaging in preparatory conduct between 26 November 2024 and 21 May 2025, according to a written summary submitted by the Crown Prosecution Service. The allegations include translating classified information into Russian and drafting a message intended to establish contact with a potential threat actor via the dark web.
Young was arrested at his home in Clapham, Bedfordshire, on Tuesday 6 October by Counter Terrorism Policing London and charged the following day. He is the first serving member of the British armed forces to face charges under the 2023 Act. He was previously arrested in May 2025, after which his security clearance was suspended and he was removed from duties.
Thursday’s hearing at Westminster Magistrates’ Court was procedural. District Judge Annabel Pilling remanded him in custody to appear at the Old Bailey on 16 October. He was not asked to enter a plea. The Royal Navy confirmed a service member had been charged but declined further comment citing ongoing proceedings. Police said the case is unrelated to a separate investigation involving RAF Fairford.

State and pro-Kremlin structures received methodological guidelines requiring posts under the hashtag “CongratulationsPresident.” In Bashkortostan, budget employees were told to publish on VKontakte between 08:00 and 14:00, one post per institution, according to “Ostorozhno, novosti.” In Vladimir Region an official published an instruction specifying that only posts on personal (not institutional) VKontakte pages would be accepted, and that they must include thematic photos or video plus the hashtag, “Agency” reported.

Russia’s central bank has acknowledged that President Vladimir Putin’s flagship target to double domestic stock market capitalization to 66% of gross domestic product by 2030 is out of reach, as wartime isolation and high interest rates depress equity valuations.

Speaking at public hearings on the draft Financial Market Development Guidelines for 2027–2029, Bank of Russia First Deputy Governor Vladimir Chistyukhin admitted that planners cannot formulate a viable trajectory to meet the benchmark set in Putin’s May 2024 decrees.

"Together with the Finance Ministry, we are attempting to produce an updated forecast for 2030 and where we will end up. For now, achieving convergence toward 66% just isn’t working out for us—it simply isn’t," Chistyukhin told Interfax. "I even fear that implementing every measure we are currently proposing will still leave us short of that figure."

Rather than expanding toward Putin’s target, the Russian market has retreated sharply. Since May 2024, total capitalization has slumped by roughly a third. According to State Duma financial market committee data, the capitalization-to-GDP ratio stood at just 19.5% by late summer 2026, down from 26.6% in early 2025 and 47% before Moscow launched its full-scale invasion of Ukraine in 2022. Moscow Exchange Supervisory Board Chairman Sergei Shvetsov noted earlier that the market is "moving very quickly, but unfortunately in the wrong direction."

The Central Bank’s own data shows the Moscow Exchange Index has been among the worst-performing domestic asset classes since 2022, generating a cumulative net loss of 10.5% even with dividends reinvested.

Projections by the Centre for Macroeconomic Analysis and Short-Term Forecasting (CMACP), a think tank close to the government, show capitalization reaching at best 40% of GDP by 2030 under an optimistic scenario, and dropping to 28.8% under base conditions.

Theology Graduate Fined for ‘Discrediting’ Army Over Anti-War Posts Criticizing State Propagandists

A court in Russia’s Saratov region has levied a 40,000-ruble ($415) fine against a theological academy graduate for "discrediting" the Russian Armed Forces over social media commentary dating back to the start of the Kremlin’s invasion of Ukraine.

According to a ruling published on Sept. 30 by the Balakovo District Court and first reported by the Telegram channel Ostorozhno, Novosti, 33-year-old Vladislav Silayev was cited over posts made on his VKontakte page in September and October 2022.

The charges, prepared by the Interior Ministry’s Center for Combating Extremism (Center "E"), centered in part on Silayev’s criticism of a clip from Solovyov Live, hosted by prominent Kremlin propagandist Vladimir Solovyov. The excerpt featured Boris Korchevnikov, the director of the pro-Kremlin Russian Orthodox channel Spas, berating draft-dodgers and anti-war Russians.

"If even then you cannot change your attitude toward your country, you can write yourself off. You are nothing, you are zero... You are dust, you are trash. The Lord knows how to hate and destroy such people," Korchevnikov said during the broadcast.

Silayev re-shared the clip with the caption: "What wretchedness! What is going on inside these people’s heads?".

Case files show investigators also targeted Silayev’s anti-mobilization posts published shortly after Vladimir Putin ordered Russia’s September 2022 draft. Among them were biblical appeals to refuse military service—"Do not participate in works of darkness! Do not follow the Devil! May the foul temptation of war pass you by"—and a prayer reading, "God, deliver Russia from the tyrant Putin and his henchmen!".

Russians’ salary expectations fell for the first time in eight years, according to a study by the Financial University under the Government of the Russian Federation reported by Vedomosti.
As of the end of the third quarter of 2026, jobseekers expected an average of 151,000 rubles a month, down 1.95% year-on-year. The median desired salary stood at 114,000 rubles (−4.2%). A year earlier, expectations had risen at double-digit rates to an average of 154,000 rubles (+14.07% from the same period in 2024) and a median of 119,000 rubles (+22.68%).
Declines were sharper in some occupations. Desired pay for locksmiths and welders fell from 303,000 rubles at the start of the year to 213,000 rubles, and for drivers from 214,000 to 164,000. Expectations varied widely by city. Novokuznetsk in Kemerovo Oblast recorded the highest average at 258,000 rubles (median 166,000). Moscow ranked eighth at an average of 186,000 rubles (median 131,000). The lowest averages were in Kirov (118,000 rubles, median 87,000), followed by Kaliningrad, Kurgan and Yoshkar-Ola.
Alexander Shatilov, deputy scientific supervisor of the Financial University, said a “new normality” was taking hold on the labor market and that the salary race was ending. He said desired pay levels could continue to fall because demand for staff was rising in only a limited number of sectors and was likely to remain so for a prolonged period.

Latvia, Lithuania and Estonia have proposed that the European Union fully ban the transit of Russian grain through the bloc, according to a letter sent to European Council President António Costa and European Commission President Ursula von der Leyen.
“The EU must not become a channel through which Russia reduces the economic consequences of its own aggression,” the letter said.

Sberbank is seeing a continued deterioration in the quality of its corporate loan portfolio and a rise in overdue debt, Chief Financial Officer Taras Skvortsov said.
“For several months we have observed this steady trend — more loans moving into overdue status, a deterioration in the financial condition of corporate clients,” Skvortsov told Interfax. He listed problems in residential real estate on individual projects, trade, commercial real estate and marketplaces, attributing the trend to the prolonged period of high key rates and slower economic growth rather than to any single large borrower.
The Ministry of Economic Development estimates GDP growth at 0.6% in January–August and forecasts the same rate for the full year. Over seven months the gap between corporate profits and losses narrowed to a pandemic-era low, with roughly one-third of companies operating at a loss. Sberbank CEO German Gref has previously said banks ultimately absorb problems that originate in the real economy.
Developers face particular strain. Sberbank and other creditors are involved in supporting one of the largest, Samolet; Etazhi head Ildar Khusainov has estimated that about 30% of developers are currently under pressure. The coal sector has been loss-making for a second year, while ferrous metallurgy and timber companies are also in difficulty. Ukrainian drone attacks on Wildberries warehouses have affected loans both to the marketplace (primarily financed by VTB) and to its sellers; Sberbank has received thousands of restructuring applications.
Sberbank is due to publish IFRS results at the end of October. Skvortsov said the cost of risk would rise in the second half, requiring higher provisions. US private-equity firm Carlyle Group is no longer actively pursuing a deal to acquire the international assets of sanctioned Russian oil producer Lukoil, a company spokesman told Reuters. Carlyle declined further comment.
