How could the economic stagnation in the USSR have been avoided? I understand that Gorbachev's liberalization was the last straw, but there were economic problems even before that.

Unironically, fire the old farts and hire younger, forward-thinking people.

Back in the 1960s and 1970s, Soviet scientists proposed OGAS, an early nationwide computer network that could have revolutionized economic planning. But the old bureaucrats responsible for the five-year plans resisted it because automation threatened their power and control over information. The project was ultimately watered down and never fully implemented.

Gorbachev's mistake was that he tried to do economic reforms and political reforms at the same time. That was just too much change for the delicate Soviet regime to handle. China is proof that you can successfully liberalize a Communist state, you just need to do it with an iron fist.

Turns out in a planned economy there's little incentive to innovate and sending people to gulag only gets you so far. By expelling the elderly from decision making positions, the USSR collapsed because most of the politburo positions were taken by elderly who still thought they were living Lenin's time.
Many bitch about the planned economy but the problem was that the ones doing the planning did not know what a transistor was or why semiconductor industries were needed to support the economy.

America is going through the same, most politicians that reach office are senile elderly

It couldn't.
The economic theories of Marx and Engels don't work which was proved in the late 1980s and 1990s when the communist states in central and eastern europe and the USSR collapsed.
China then also moved on to a corporatist economic structure.
The impossibility of communism was already understood by the 1890s.
Eugen von Böhm-Bawerk theorised that Marx's theory of value in volume I and volume III of Kapital was contradictory and unworkable.
Vilfredo Pareto noted that a society without a ruling elite was impossible.
Robert Michels pointed out equality was impossible due to the iron law of oligarchy.
Gustave le Bon in The Psychology of Socialism and also the Psychology of Revolution pointed out that communism was based on a completely unrealistic view of human nature and that communism would fail due to its inability to fulfil any of its promises.
All these writers were proved correct a hundred years later when Marxism died after proving itself one of the worlds shortest lived religions.

One of the basic flaws of marxism was the absence of a properly functioning pricing system which can only exist in a system where individuals are free to buy and sell.
Prices are simply a code formed by exchange which give information about the supply or scarcity of any resourse.
A cheap price means a surplus of a resource, an expensive price means a scarcity.
This helps to prevent misallocation of resources.
However prices in the USSR were set by centralized commities meaning they were often imaginary and this led to shortages of items but also surpluses of items that were neither wanted or needed.
So the system was inefficent in its use of resources and the production of both capital and consumer goods.
You can't reform something that doesn't work
