He has no concept of nation building or why some countries succeed at certain points in time and others don't. He just see a specific output he likes and assumes that can be recreated elsewhere by pouring in some aspect of the source. And his vision is extremely selective, seeing India as a success because they provide cheap labor that he craves, never looking at what that costs in externalities.
