OK I solved this. All schools and workplaces and government offices are run on equal-hours local astronomical time, where each minute gets longer or shorter in each hour, depending on the time of the year This way noon is always when the sun is directly overhead, and the workers are at work, and the kids are in school for an equal number of varying-length hours, but always having the same proportion of daylight. In the winter, this would effectively mean they're only in school or at work for like 3 "standard" UTC hours per day. But in the summer, people will be at work for like 12+ UTC hours in their 8 hours of work time.
