In the United States of America according to the constitution and the naturalization act in order to be a citizen you must be white. This class of citizenship is called the white state citizen and you were a citizen of your state. This class of citizenship is still in effect today. If you are white you can and always be a state citizen with all of your constitutional protections. When they freed the slaves they had to create a new class of citizenship to give them citizenship(treason) so they made the negro civil rights act of 1866 and turned it into the 14th amendment so it could not get vetoed by the president. This class of citizenship was called the U.S citizen. This was a federal citizenship governed by congress that the constitution and bill of rights did not apply to. Congress decides what rights and obligations you get. About 20 years later they added “Legal fiction's” to this U.S citizenship class, like corporation’s, trust, businesses. Another thing to note is a us citizen (non whites and legal fictions) are referred to as “persons” not people, and white state citizens are referred to as “people” like “we the people”. This is shown in the slave clause of the constitution and the Supreme Court. There’s 2 forms of government in the U.S the constitutional republic governed by the constitution and the democracy federal u.s citizen governed by congress.
