The other just cut them all loose after a series of very public, very embarrassing, very expensive failures and outages. Since the Feds have failed to protect American data, a number of states of done so and this requires many companies to hire Americans exclusively if they want to do business in, or with, those states. By the time the 2010's got here there were hordes of them and that's when the overall quality of everything tech started to nose dive. The only company that didn't drop its Whites in favor of jeets was Apple.
