If you're going to make the argument to capitalize "Black" on the basis that the African diaspora in the United States underwent ethnogenesis into a new ethnic group as a result of their previous disparate ethnic identities blending, dissolving, and coalescing into a new distinct one, then obviously the same reasoning would apply to the European diaspora. The only way this wouldn't be the case would be if you maintained that the European diaspora population of the United States maintained their previous origin-country ethnic identities in perpetuity, which is nonsense, especially in the case of white people of mixed European ethnic origin; or if you maintained, and this is of course subtextually the point, that the European diaspora population of the United States doesn't / shouldn't be allowed to have an ethnic identity *at all*
