My wife is an 8th grade teacher and 40% of her students read at a 5th grade or below reading level. She can't fail the students even though they aren't highschool ready. For some of them it's not that they can't read the words on a page, but rather that they have zero reading comprehension they could read an entire paragraph and you ask a simple question and they just shrug their shoulders. It starts with the parents. Parents take no accountability. I don't understand why these school districts are so against failing a student. Shouldn't be rewarded just for showing up to class.
