Drone alerts are no excuse to skip work or school, Russian region says

Authorities in Russia's Leningrad region told residents on Oct. 16 that they have no right to stay away from work or school because of drone-attack alerts, saying that warnings about a possible strike do not restrict anyone's movement.
"The introduction of a drone-threat regime is not grounds for voluntarily ceasing work or attendance" at schools and kindergartens, the regional committee for law and order and security said, responding to residents' questions first highlighted by the Telegram channel Ostorozhno, Peterburg.
Declaring drone danger is "aimed at raising attentiveness and the timely adoption of measures to stay in protected premises," the committee said, adding that being inside "permanent buildings" such as schools and factories "provides the necessary protection from possible damaging factors."
Each organisation's management, it said, decides whether to halt classes or production during an attack, move people to shelter or declare an evacuation, and residents should "follow established alert signals and the instructions of the administration."
The statement came as Ukrainian forces press on with regular attacks on the region, which began in earnest in spring 2026 and have targeted the ports of Primorsk and Ust-Luga — Russia's largest oil-export terminals on the Baltic — as well as the KINEF refinery in Kirishi, the country's second-largest. The refinery has repeatedly halted output after drone strikes.

Leningrad Region Governor Alexander Drozdenko said in April, in a report to the regional legislature, that the area had become a "frontline region" because of mass drone raids, and announced 54 new mobile fire groups on top of the existing 80. He said the authorities avoid switching on air-raid sirens during attacks so as not to "rattle the population", told residents unhappy about internet shutdowns that they live in "hothouse conditions", and advised the discontented to "clench their teeth."

Russians rush to buy hard drives after drone strikes on Yandex, Sber data centres

Russians rushed to stock up on hard drives, SSDs and flash drives after Ukrainian drone strikes knocked out data centres run by tech giant Yandex and top lender Sberbank, according to marketplace data published on Oct. 16.
Orders for external hard drives on the Ozon marketplace began rising sharply on Oct. 11 and reached 3,577 on Oct. 13, more than 60% above the highest daily figure in the month before the attacks, according to data from internal seller systems at Ozon and rival marketplace Wildberries reviewed by the news outlet Verstka.
In the week to the report, spending on external hard drives rose 81% from the previous week, on external SSD drives by 135% and on network-attached storage by 159%, the data showed. Shoppers spent more than 102 million roubles on internal SSDs, up 21% week on week.
On Wildberries, a 1TB external hard drive was searched for 8,107 times between Oct. 8 and Oct. 14, 37% more than a week earlier, with interest also rising in other capacities, drives without a listed capacity and flash drives — queries for 1TB flash drives topped 9,000, up by more than 1,000 in a week. Searches for flash drives of 8 to 256GB also climbed on both platforms.
Wildberries itself has said sales of flash drives doubled and sales of external hard drives rose 73% in the first half of October compared with the first half of September.
Ukraine's armed forces began targeting Russian data centres this month. Drones struck Yandex facilities in Sasovo in the Ryazan region overnight on Oct. 8, in Kaluga on Oct. 9 and in Vladimir overnight on Oct. 11, forcing all three to halt operations. On Oct. 14, drones hit a Sberbank data centre in Balakovo in the Saratov region.
>>
>>544539822

The strikes triggered outages across Yandex services including its Alisa voice assistant, Search, Maps, Taxi, Mail and Yandex Pay, and spread to companies that depend on its infrastructure, including pizza chain Dodo Pizza, electronics retailer M.Video, supermarket chains Lenta and Magnit, and arbitration courts.
After the hit on the Sberbank data centre, users reported problems at the bank itself, its GigaChat AI service and its Samokat grocery delivery service, where ordering was briefly impossible. Customers of telecoms and hosting firms Rostelecom, MTS, MegaFon, T2, Reg.ru and Kontur, Tochka Bank, internet firms VK and Mail.ru, banks Rosselkhozbank, Alfa-Bank and VTB, marketplace Ozon, classifieds site Avito and the Gosuslugi state services portal also reported disruption.

Russian senator wants private-clinic sick notes countersigned by state polyclinics

A senior Russian senator proposed on Oct. 13 that sick notes issued by private clinics be subject to mandatory approval at state medical institutions, linking the idea to the need to save scarce budget funds.
Anatoly Artamonov, who heads the upper house Federation Council's committee on budget and financial markets and is a former governor of the Kaluga region, said private medical organisations may be issuing sick notes to their clients too often. One patient, he said, had obtained three sick notes in a row from private clinics.
"We definitely need to introduce an approval mechanism. That is, you have to go to the polyclinic you're registered with, with the sick note issued by a private clinic — and let them at least put some kind of stamp on it," he said, according to the medical news outlet Medvestnik.
"We don't have enough budget funds; we need to treat this money with care," said Artamonov, whose proposal comes as Russians take record amounts of sick leave.
According to the Audit Chamber, Russians took a record 26 million sick notes in the first nine months of 2025, up 11%, or 2.6 million, from a year earlier, while spending on temporary disability benefits rose 20% to nearly 522 billion roubles.
The health ministry, meanwhile, drafted an order in May that would tighten sick note rules for people who take them too often: workers who have taken sick leave four or more times within six months would be issued a sick note for just three days instead of the current five, with a medical commission to convene during that period and use additional examinations to establish the causes of the frequent illness.
>>
>>544540014

Exceptions would be made for pregnancy, caring for a sick family member, socially significant diseases and conditions requiring renal replacement therapy, quarantine, and inpatient care.
The tightening is needed for "identifying the causes of a prolonged state of incapacity for work and taking the necessary measures," the ministry said.

Putin Backs Putting Russians' Pension Money to Work as War Economy Runs Out of Steam

President Vladimir Putin endorsed a plan to steer Russians' pension savings into private business via a new ecosystem of "growth funds," as officials hunt for long-term capital to reignite an economy that has all but stalled in the fifth year of the war.
The idea was put to Putin at an Oct. 15 forum of Delovaya Rossiya, a business association, by Maria Komarova, deputy chief executive officer of recruitment platform HeadHunter. She urged the government to work with the professional community on a concept for an ecosystem of growth funds — vehicles that would hand companies capital and prepare them for initial public offerings — drawing on the domestic supply of "long" money.
"The money is there in the economy," Putin said in support: banks' capital, life insurers' reserves, growing household assets, pension funds. "It just never reaches companies at the growth stage. And here we must act, on the one hand, assertively, and on the other, be very careful about attracting citizens' money — it must be reliably protected. And if we are talking about pension funds, then even more so, everything here must be guaranteed as if in reinforced concrete."
Russians' pension savings amount to some 10 trillion rubles ($104 billion), according to Central Bank data. Pension funds are allowed to put up to 10% of their portfolios into assets with an elevated level of risk — a limit that rises to 15% on Jan. 1 — but "they could even invest, and they don't, because one needs to be sufficiently careful," Bank of Russia Governor Elvira Nabiullina said. "The risk here is such that one must approach this very carefully," Economy Minister Maxim Reshetnikov agreed.
>>
>>544540117
I'm not that same anon, retard.
>>
>>544540155
2/2

For years, the regulator's caution won out over the appetite to put pension money to work: funds park most of their assets in OFZ government bonds, and returns after fees trail inflation. But the exodus of foreign investors left the economy starved of long money, and officials began eyeing pension savings more closely — including a long-term savings program with tax breaks and state co-financing, proposed in 2022, into which pension savings can be moved. Authorities are also drafting plans to transfer the savings of the so-called "silent ones" — people who never chose a pension fund — from state development bank VEB into the program.
The urgency is growing. The Economy Ministry's official forecast sees GDP growth of just 0.6% this year, and most forecasts promise no more than 1% in the coming years. Amid weak demand, record-high interest rates and a war-driven redistribution of property, companies cut investment 9.9% in the first half of 2026 from a year earlier — even as Putin demands a restart of the investment cycle. The ministry expects a 5.4% drop in investment for the full year.
Komarova was voicing proposals from Delovaya Rossiya chairman Alexei Repik, a pharmaceutical magnate who has taken a radically pro-war, anti-Western stance and, according to media investigations, has provided services to members of Putin's family. His association recently presented a package of 52 measures for reorganizing the economy, which Anton Tabakh, chief economist at the Expert RA rating agency, called "a vinaigrette of quite sensible measures to support exports, attempts to close everything that can be closed, bring under control everything that still breathes, and extremely radical ideas."

Russian security forces raid St Petersburg market, hand call-up summons to new citizens

Russian security forces raided a market in central St Petersburg on Friday, Oct. 16, detaining dozens of people and handing call-up summons to men who took Russian citizenship but never registered for military service, local news outlets reported.
Police backed by OMON riot officers cordoned off the block on Moskovsky Prospekt around the Sennoy market, waiting for Friday prayers at a nearby Muslim prayer hall that draws thousands of worshippers to end before checking the papers of those gathered, the news site Fontanka and the local outlet 78.ru reported. Officers also swept shops, hostels and cafes in the area. A law enforcement source told TASS several dozen men had been identified and given summons to report to the military enlistment office for military registration.
The raid follows a directive from Alexander Bastrykin, the head of Russia's Investigative Committee, who said in May 2025 that law enforcement had identified more than 80,000 migrants who had acquired Russian citizenship without registering for military service, and that one in four of them had been sent to fight against Ukraine. Bastrykin ordered the committee's military investigative directorate, together with the Interior Ministry and the Rosgvardia national guard, to hold regular raids in places where migrants gather.
He has said that migrants who receive Russian passports are in no hurry to visit enlistment offices because they fear being "sent to the front."
The previous raid at the Sennoy market took place on Feb. 6, 2026, when security forces searched a St Petersburg hostel and detained about 50 guests. Six people were charged with administrative offences over violations of Russia's entry rules.

Under Russian law, citizens — including newly naturalised ones — must register with the military enlistment office at their place of residence within two weeks of receiving a passport. In August 2024, President Vladimir Putin signed a law allowing the state to strip people of acquired citizenship for failing to register. Police have since gone to court to revoke the citizenship of naturalised Russians who refused to sign up.

Russian senator proposes closing hospitals in the regions to save money as budgets sink into the red

A senior Russian senator called on Oct. 13 for a review of Russia's hospital network that would see under-used facilities shut and patients redirected to larger centres, as regional finances come under growing strain from the war in Ukraine.
Anatoly Artamonov, head of the upper-house Federation Council's budget and financial markets committee, said the country should examine whether its existing network of medical institutions still made sense, the medical news outlet Medvestnik reported. Rather than keeping under-used hospitals, patients could be sent to larger institutions with the necessary specialists and a sufficient flow of patients, he said.
"We don't have enough budget funds, and we need to treat them with care," Artamonov told the committee. Part of the healthcare system's premises stand idle, and some institutions cannot cover even basic infrastructure costs, including heating, out of their current tariffs, he said.
In April 2026, he urged regional authorities to "conduct a review" and a possible "optimisation" of hospitals in sparsely populated regions. "The hospitals have been built, but they stand empty. And it's all budget spending. Of course, we would like to maintain surgery and a maternity ward there, but in reality it's all window dressing," he said.
Artamonov's appeal to governors to spend less on healthcare comes after the regions ended 2025 with a record combined budget deficit of 1.5 trillion roubles. In the first half of 2026 they ran up another 134.2 billion roubles of red ink. Sixty-six regions spent more than they took in, with the biggest deficits relative to their own revenues in the Vologda region (30.8%), the Jewish Autonomous Region (30.8%), and the Kemerovo and Irkutsk regions (28.6% and 26.2% respectively).

The federal budget, which channels almost 40% of all spending into the war, has halved financing for key federal healthcare projects this year, to 181.14 billion roubles from 366 billion a year earlier.
The project to modernise primary care, under which thousands of dilapidated clinics across the regions were to be rebuilt and repaired, lost 52% of its funding: the Sept. 1 budget breakdown allocates it 59.1 billion roubles against 122.47 billion a year earlier. The oncology project, meant to buy equipment for cancer clinics and medicines for cancer patients, was cut more than threefold, from 148.46 billion roubles to 44.9 billion. A project to develop federal medical organisations, which envisaged creating national centres at leading clinics, lost 38% of its financing, with 16.16 billion roubles against 26.05 billion. Spending on developing the ambulance service was cut by 27%, to 14.28 billion roubles.
Under the draft budget for 2027 that the government has submitted to the State Duma, federal spending on healthcare will be trimmed by a further 59 billion roubles, to 1.818 trillion.

Putin's claim of 6,500 sq km captured in Ukraine this year is 45 times Russian army's real gains, monitors say

Russian President Vladimir Putin said on Oct. 16 that his army had seized about 6,500 square km of Ukrainian territory and 310 settlements since the start of 2026 — a claim 45 times greater than the advance calculated by the Institute for the Study of War (ISW), a U.S. research group.
Putin made the remarks during a visit to a command post of Russia's joint grouping of forces, where Chief of the General Staff Valery Gerasimov appeared alongside him. "A little more than 10% of the territory of the Donetsk People's Republic and 16.5% of the Zaporizhzhia region remain under the control of the Kyiv regime. The Luhansk People's Republic is entirely under our control," Putin said, according to Interfax. ISW estimates Ukraine still controls about 20% of the Donetsk region — twice Putin's figure.
ISW calculates Russia's net advance from January to September at 144.51 square km. Russian forces gained 318.54 square km in January, 122.73 in February and 23.04 in March, then lost 116.01 square km in April and a further 281.1 in May, the think tank's data show. They gained 30.02 square km in June, 37.85 in July and 90.25 in August before losing 80.81 in September, leaving a nine-month net gain of 144.51 square km.
In its Oct. 16 assessment, ISW said Russian forces had seized about 100 square km and 69 settlements since Jan. 1, had suffered a net loss of 122 square km since Sept. 1, and were losing an average of 7 square km of ground a day in October. Gerasimov told Putin Russian forces had taken more than 1,800 square km and 92 settlements since Sept. 1 — a figure ISW's data does not support.
>>
>>544540658
2/2

ISW said Putin and Gerasimov were "communicating performance metrics that exaggerate Russian frontline successes" and that such claims support the Kremlin's "cognitive warfare" effort to falsely portray Russian advances as sweeping across the battlefield. It has previously said Putin's battlefield claims were "so far from reality as to resemble hallucinations."
The marginal gains have come at heavy cost. The Center for Strategic and International Studies (CSIS), a Washington-based think tank, estimated in July that Russia had suffered about 1.4 million casualties — killed, wounded and missing — between February 2022 and June 2026, including 400,000 to 450,000 killed. In the first half of 2026, it said, Russia was losing 30,000-34,000 troops a month against recruitment of roughly 27,000.
In September alone, Russian forces lost more than 50,000 troops, including up to 28,000 killed, Bloomberg reported on Oct. 11, citing a senior NATO military official who put Ukrainian casualties in the same month at around 5,000.

Rosneft's Ryazan refinery shuts key unit after drone attack, as Ukraine ends truce on refinery strikes

Russia's Ryazan oil refinery, which supplies fuel to Moscow, has shut down one of its main crude processing units after a Ukrainian drone attack overnight on Oct. 15, two industry sources told Reuters.
The sources said CDU-6, one of the refinery's four primary crude distillation units, was damaged, caught fire and was halted in an emergency shutdown. Pipelines and pipe racks linking units across the plant were also damaged, they said. The refinery's three other primary units — CDU-1, CDU-3 and CDU-4 — remained in operation and could partly offset the loss while CDU-6 is repaired.
Russia's defence ministry said Ukraine had targeted the refinery with four long-range Flamingo cruise missiles and 69 drones, and that the fire broke out after air defences intercepted them and debris fell onto the plant. Ryazan region Governor Pavel Malkov said there were no casualties. "Our region was subjected to a massive drone attack overnight and into the morning. A fire broke out on the territory of the oil refinery," Malkov said on Telegram, adding that a warehouse and vehicles at another Ryazan plant were damaged. Classes were cancelled at 14 schools and 25 kindergartens in two districts of the city.
The same unit was knocked out by a drone strike on Sept. 6, and the refinery, owned by oil major Rosneft, was also attacked in May and July. It accounts for about 5% of Russia's oil refining capacity, processing 17 million tonnes of crude a year, or about 340,000 barrels per day, and producing some 3.4 million tonnes of gasoline and 3.8 million tonnes of diesel annually.

The strike came hours after Ukrainian President Volodymyr Zelenskiy said in an interview with the Financial Times published on Oct. 15 that Ukraine was resuming attacks on Russian refineries after a three-day pause observed at Washington's request, accusing Moscow of continuing to strike Ukrainian energy infrastructure. U.S. President Donald Trump had said on Oct. 11 that the two sides had agreed to suspend strikes on energy facilities.
Drone attacks have repeatedly forced Russian refineries offline this year, contributing to fuel shortages; Deputy Prime Minister Alexander Novak said this week the gasoline deficit on the domestic market stood at around 5%.
Ukrainian monitoring channels reported a possible repeat strike on the Ryazan refinery on the night of Oct. 15–16, but regional authorities said drones downed over the region that night caused no damage. No new hits on the plant have been reported since.

Russia hospitalises mpox patients in St. Petersburg after suspected case near Moscow

Russian health authorities are investigating a cluster of mpox cases in St. Petersburg, where four residents were hospitalised with laboratory-confirmed infections on Oct. 16, a day after five people were preventively hospitalised near Moscow after contact with a suspected case.
The REN TV channel, citing a source, said the St. Petersburg patients — hospitalised from an apartment in the city's Krasnogvardeysky district — were in moderate condition. They were taken to the Botkin Clinical Infectious Diseases Hospital. Later on Oct. 16, REN TV reported that the number of people infected in the city had risen to five, and the local branch of Rospotrebnadzor, Russia's consumer health watchdog, said five people were hospitalised and under medical observation while specialists traced their contacts.
The St. Petersburg cases came a day after the Moscow region health ministry said five people — three men and two women aged 21 to 35 who lived in the same apartment in the town of Zhukovsky — had been hospitalised after contact with a possible source of infection on Oct. 10.
"All five patients are asymptomatic, they have no clinical symptoms at all... Their condition is satisfactory, they have no complaints," Sergei Markitan, chief physician of the Ramenskoye hospital where they are being treated, told Interfax. He said the presumed source of the infection was a Russian man who had recently returned from abroad and that laboratory confirmation was still pending. The five contacts have been placed under a 21-day quarantine, and Rospotrebnadzor's Moscow region branch has opened an epidemiological investigation.
Gennady Onishchenko, an epidemiologist and former chief sanitary inspector, said there was no risk of the infection spreading across Russia and that treatments were available.

Mpox, formerly known as monkeypox, is a viral infection that can cause fever, swollen lymph nodes and a painful rash, and is most common in remote areas of Central and West Africa. Russia has registered sporadic imported cases since 2022. In February, the disease was confirmed in a patient at a hospital in Domodedovo, near Moscow, who had not travelled abroad, and in one of his contacts the following day. Two weeks later, mpox was confirmed in two St. Petersburg residents returning from Thailand; Rospotrebnadzor said at the time that their lives were not in danger and that spread of the infection had been prevented. The watchdog says nearly 500 cases of dangerous infections have been imported into Russia this year, none of which has led to sustained spread.

If the US truly wanted to force Ukraine to surrender, we could. Ukraine would collapse in a matter of weeks if we stopped sharing intelligence and stopped selling weapons to Europe to give to Ukraine. We're making our European vassals foot most of the bill, but don't confuse that for America "siding with Russia".

Exclusive: Musk approached Trump to slow down Starlink in Ukraine

SpaceX founder had publicly blamed president for chaos over restrictions, but sources say he initiated them

Elon Musk approached Donald Trump with the idea of slowing down Starlink in Ukraine, The Telegraph can reveal.

The billionaire tech entrepreneur approached the US president with the proposal to introduce speed limits on the system, which hampered Ukraine’s drone defences, according to four sources familiar with the discussions.

One of the sources said Mr Trump “agreed” with Mr Musk’s suggestion, paving the way for the Pentagon to execute the slowdown on Starshield, the military-grade version of the satellite communications system.

Mr Musk had previously blamed Mr Trump for the chaos, claiming any changes would have been decided by the US military and ultimately the president.

At the time, Mr Trump was embroiled in a row with Volodymyr Zelensky over Ukraine’s strikes on Russian oil refineries.

US officials had warned Kyiv’s team of peace negotiators that Washington could shut off intelligence-sharing and other kinds of support if the long-range attacks were not halted.

Earlier this week, one of Mr Zelensky’s advisers said Mr Musk’s SpaceX had restricted access to the Starshield system, used by Kyiv to intercept jet-powered drones and strike behind enemy lines.

Speaking on the fringes of an EU summit in Brussels on Friday, the Ukrainian president called the slowdown a “very dangerous and unpleasant surprise”.

On Wednesday, Mr Musk denied he was responsible for limiting Starlink access, blaming the White House. He claimed that “any limits on speed or usage” were “decided by the US military and ultimately POTUS”, referring to Mr Trump.

However, after what was described as a “night of carnage” in Kyiv because of the blackout, a senior source said Mr Musk had been alarmed about the possibility of adverse consumer reaction in Europe.

The source said: “He tweeted out that he was innocent and that it was the US administration that did it. The reality is that they were both in it.”

A high-ranking European official and two well-placed Ukrainian sources confirmed this version of events.

Speaking at the White House on Friday evening, Mr Trump said he did not think either he nor Mr Musk had been responsible for Ukraine losing Starlink access.

On Friday, an anonymous US official, cited in a report by the AFP, insisted that Mr Trump did not make the request for a reduction of Starshield’s services for Ukraine. “No request was ever made by the president,” the US official said, after a report by Reuters claimed the decision came from the White House.

The Pentagon has not publicly explained the restrictions.

Mr Trump also declined to say that Vladimir Putin started the war with Ukraine, adding only: “I know the details, OK, and at some point I’ll release the details.”

His comments, as he left the White House for a campaign rally in Georgia, came after he again rounded on Zelensky, saying he was “not a big fan” and claiming he was “more difficult to deal with than Putin”.

Starshield is a military-grade version of Mr Musk’s Starlink satellite network that allows pilots to stay in touch with drones moving at high speed.

The speed cap imposed on Ukraine limited drones using the Starshield system to around 160kmph, making it virtually impossible to intercept Russia’s barrages of jet-powered drones and missiles, which travel double the speed.

On Friday, Mr Zelensky said signals were being restored. He said: “Our defence ministry is in touch and my partners, they told me that there were signals from the White House that they would return these capabilities. Have they returned to the previous speed limits? No. But is it coming back now? Yes.”

It is not the first time Mr Musk has been accused of limiting the use of his Starlink platform to the detriment of Ukraine.

In 2023, he confirmed he had rebutted requests by Kyiv to use the system in drone attacks on Crimea, the peninsula illegally annexed by Russia, to avoid being complicit in a “major act of war”.

However, Mr Musk was lauded by Ukrainians earlier this year for his direct role in blocking illegal access to Starlink by Russian soldiers fighting in Ukraine.

‘We are watching you’

A source told The Telegraph that Poland had been leading warnings against Europe becoming too reliant on Mr Musk or his SpaceX company.

Writing on social media, Radek Sikorski, Poland’s foreign minister, warned the tech billionaire: “As your European customers, we are watching you.”

The EU is planning to have its Iris2, a Starlink replacement, operational by 2030. Mr Zelensky arrived in Brussels bruised and seeking more support from his European allies after his war of words with Mr Trump.

Diplomats said leaders had advised the Ukrainian president to tone down his criticism of his US counterpart amid fears Washington could further withdraw its support for Kyiv.

Mr Trump has been highly critical of Ukraine’s strikes on Russia’s oil refineries, blaming them for soaring energy prices before the midterm elections next month.

“All he’s doing is making the world oil price higher,” Mr Trump told the Newsmax television channel. “Well, I think that’s a disgrace.”

Last Friday, he announced a deal to lift sanctions on Russia to purchase hundreds of thousands of diesel from Putin.

Europeans rallied around Mr Zelensky, applauding him as he entered the room for just over an hour of discussions with the EU’s prime ministers and heads of state on Friday.

The Ukrainian president later said he had heard “only support”. In the room, he told EU leaders that the war would cost some €155bn (£135bn) in 2027. “And we need at least €70 billion more from you – for defence, for weapons and for our resilience,” he told them. “This is a realistic amount.”

Mr Zelensky also hinted he would continue to defy Mr Trump’s order to halt strikes on Russian oil refineries, telling reporters that “the main rule of our operations is to respond – other things you will see”.

In a humorous moment, the Ukrainian president offered only a smirk when he was questioned by a reporter over being made a “scapegoat” for Mr Trump’s domestic problems.

“That is my answer,” Mr Zelensky said before walking off stage.

The Telegraph has approached SpaceX for comment.

Top House Democrat introduces bill to cancel Trump's Russian diesel deal

The top Democrat on the U.S. House of Representatives Foreign Affairs Committee introduced a bipartisan bill on Oct. 16 that would cancel U.S. President Donald Trump's deal to buy Russian diesel from Vladimir Putin, escalating a standoff between the White House and Congress over Russia policy.
The Prohibit Corrupt Russia Oil Deals Act, introduced by Representative Gregory Meeks of New York, would bar the U.S. International Development Finance Corporation (DFC) from investing in Russian energy, nullify Treasury Department general licenses permitting purchases of Russian fuel and ban issuing such licenses in the future. It would also require the administration to impose sanctions on Russia's energy sector. Sixteen Democrats have co-sponsored the bill, along with one Republican, Representative Don Bacon of Nebraska.
"This deal won't lower costs for the American people, who are already paying for Trump's failed war of choice in Iran. It will hand Putin millions of dollars to continue slaughtering Ukrainian civilians with impunity," Meeks said, adding: "At a time when the United States should be increasing pressure on the Kremlin, Donald Trump is cozying up to Putin and striking self-enriching deals instead of standing with Ukraine."
Trump announced the agreement on Oct. 9, after a phone call with the Russian president, saying Russia would immediately supply more than 300,000 tonnes of diesel to the U.S. and global markets, another 500,000 tonnes in November, 1 million tonnes thereafter and a further 3 million tonnes "within a short period". The Treasury's Office of Foreign Assets Control (OFAC) issued a general license allowing the sale and importation of Russian-origin diesel through April 2027, and Russia partially lifted the diesel export ban it had imposed in July after Ukrainian strikes on its refineries.

The move, which Trump framed as relief for U.S. fuel prices driven up by the war with Iran ahead of the Nov. 3 midterm elections, came a month after he signed into law the Lindsey Graham Russia sanctions act, most of whose provisions were to take effect on Oct. 18.
On Oct. 10, Republican Representative Brian Fitzpatrick of Pennsylvania said he would introduce separate bipartisan legislation, the Ronald Reagan Peace Through Strength Act, to block "any and all purchases of Russian oil" and force a House vote through a discharge petition. Bacon signed on as an original co-sponsor, saying "Congress must make a stand". "Propping up Putin's war economy is morally wrong as he uses that money to bomb cities," Bacon wrote on X, adding: "Let's be honest. Trump is and always has been weak on Putin."
A day after Meeks introduced his bill, Trump on Oct. 17 signed an executive order indefinitely waiving the Graham Act's sanctions and tariffs on Russia's energy revenues, two days before they were due to take effect, citing national security. The decision drew outrage from lawmakers of both parties — "Beyond irresponsible," Republican Senator Thom Tillis wrote — but no quick counter is in sight: Congress is in recess until after the midterms. Ukrainian President Volodymyr Zelenskiy urged the sanctions' revival and warned that "the 'diesel deal' is just the first step" in a broader loosening of pressure on Moscow.
The deal has also unsettled Europe. The European Union added nearly 1,600 individuals and entities to its sanctions blacklist on Oct. 12, and at an Oct. 15 summit EU leaders pushed for measures to cut Moscow's oil revenues further. The European Commission is preparing a 23rd sanctions package, which Kyiv expects to be circulated to EU governments by the end of the year, Politico reported.

Russian air strikes kill at least seven across Ukrainian cities; Sloviansk death toll rises

Russian forces pounded Ukrainian cities with aerial bombs, missiles and more than 330 drones overnight into Oct. 17, killing at least seven civilians and wounding dozens, Ukrainian officials said.
In the southern city of Kherson, Russian warplanes dropped eight aerial bombs on the Korabelnyi district, killing a 64-year-old ambulance driver and wounding 33 people, among them a one-month-old baby and an 11-year-old girl, the city military administration said. Rescuers pulled eight people from the rubble of 10 damaged apartment blocks, and fires broke out in the residential quarter.
In Sloviansk, in the eastern Donetsk region, FAB-250 aerial bombs hit a residential district shortly after 3 a.m., initially killing a 71-year-old woman and wounding at least 10 people, with more feared under the rubble of two apartment blocks. By the morning of Oct. 18, city military administrator Vadym Liakh said six residents had been killed and 15 wounded over the previous day, with more than 20 houses damaged and several bodies still under the rubble as rescue work resumed. Among the dead was a senior Donetsk region emergency service official, rescuer Anatoliy Hopka.
Five people, including an 11-year-old child, were wounded in the Zaporizhzhia region, where strikes damaged homes and set cars on fire, and two people were hurt when a drone hit an industrial facility in the western Rivne region, causing a fire. On the evening of Oct. 16, Russian missiles wounded 15 people, including three children, in Kharkiv.
The air force said Russia fired 332 strike drones — 31 of them jet-powered — as well as Iskander-M/KN-23 ballistic missiles, Kh-22/32 cruise missiles and four sea-launched Kalibr cruise missiles. Air defences shot down or electronically suppressed 293 targets, including all four Kalibrs and 289 drones; no ballistic missile was intercepted, and strikes were recorded at 22 locations.

The U.N. human rights monitoring mission said on Oct. 16 that September was the deadliest September of the 4.5-year war, with 328 civilians killed and 2,105 wounded — 85% more than a year earlier, mostly from missiles and drones. From January through September, 2,570 civilians were killed and 15,211 wounded, 59% more than in the same period of 2025 and more than double the figure for 2024. Russia has sharply intensified its strikes since the summer amid a stalled offensive at the front.
The attacks have continued: overnight into Oct. 18, Russia launched another 180 drones — 26 of them jet-powered — and an Iskander-M ballistic missile at Ukraine. Air defences downed or suppressed 152 of the drones, and strikes were recorded at 20 locations, including a residential building in Zaporizhzhia.

Drone threat grounds Moscow air hub for fourth time in a week, disrupting 350-plus flights

Moscow's four airports halted flights for the fourth time in a week overnight into Saturday as air defenses engaged waves of Ukrainian drones, cancelling or delaying more than 350 flights and stranding thousands of passengers — some of them held aboard diverted planes for hours.
Domodedovo, Vnukovo and Zhukovsky stopped handling flights from about 11:26 p.m. on Friday and Sheremetyevo followed at 1:58 a.m., according to Rosaviatsiya, the state aviation agency; all restrictions were lifted by 6:57 a.m. Moscow Mayor Sergei Sobyanin said air defenses downed 144 drones approaching the city overnight.
Sheremetyevo, the capital's busiest hub, bore the brunt, with 143 flights cancelled and 53 delayed, according to departure-board data; Vnukovo scrapped 55 flights and logged 113 delays, while Domodedovo recorded 59 delays. The restrictions covered at least 12 Russian airports — from Kaluga and Yaroslavl to Sochi and Gelendzhik — for the second night in a row.
"It's hell at Sheremetyevo. I haven't been able to fly out since yesterday. I feel like a cucumber in a jar — there's nowhere to even sit down," one passenger said. A Pegasus Airlines flight from Antalya was diverted to St. Petersburg, where passengers said they were kept aboard for hours with only water and pastries. Aeroflot, EgyptAir and Flydubai flights sat on the ground in Nizhny Novgorod before their passengers were bused to the capital; one Moscow–Perm departure was pushed back five times over nine hours.
The disruption rippled across Russia's northwest. St. Petersburg's Pulkovo airport — itself briefly closed overnight because of the drone threat over Leningrad Region — took in 20 diverted aircraft, with 19 of its own departures running more than two hours late. Nizhny Novgorod's Chkalov airport handled 22 diverted flights.

The pace has no precedent for the capital's air hub. Sobyanin said 2,730 drones were launched toward the Moscow region in the week to Oct. 17, 534 of which were downed on approach. Moscow's four airports were closed for a total of 101 hours in the first 14 days of October, according to a count by the investigative outlet Agentstvo — more than double the 46 hours recorded in all of September. Overnight into Oct. 9, 785 flights were disrupted, the night President Vladimir Putin's plane could not land in the capital on his return from a CIS summit in Turkmenistan; nearly 550 more were hit overnight into Oct. 14.
There was no let-up over the weekend. Air defenses were engaged again overnight into Sunday, Oct. 18, when Sobyanin said 512 drones had flown toward the Moscow region in 24 hours, 127 of them downed on approach; Russia's Defense Ministry claimed more than 1,000 drones were destroyed nationwide. More than 100 flights were delayed or cancelled at the capital's airports on Saturday, and Pulkovo — closed for over six hours overnight — reported 32 delays, 21 cancellations and 11 diversions. The same attack set an oil terminal ablaze in St. Petersburg.

At least 1,500 British, French, German and Polish troops will hold exercises in Poland in November to rehearse the deployment of a European force to Ukraine in the event of a ceasefire with Russia, The Times reported on Oct. 16, citing informed sources.
The drills — the first to rehearse the actions of European troops inside Ukraine as a deterrent to Russia, according to the newspaper — will practise moving troops and providing logistical support, including the delivery of food and fuel, as part of a multinational peacekeeping operation.
A source in the British defence ministry told The Times the exercises would rehearse a scenario in which "multinational forces are together in a particular area", but declined to provide further details.
British Defence Secretary Wes Streeting confirmed the plans after talks with U.S. Defense Secretary Pete Hegseth at the Pentagon on Oct. 15, his first meeting with his American counterpart since taking office in July.
"Next month, thousands of troops will take part in major exercises in Poland to ensure we are ready to support the military training and post-war reconstruction that Ukraine will need," Streeting said, adding that "hundreds" of British troops would take part.
"The frontline for freedom today can be found in Ukraine," he said earlier in a speech at the Center for Strategic and International Studies, a Washington think-tank.
The exercises were agreed at a July 13 summit in Paris of the "coalition of the willing" — the group of states providing military and financial support to Kyiv — and announced there the following day by Polish Prime Minister Donald Tusk.
"The first exercises involving French and British troops will take place this autumn in Poland, and they will prepare the whole coalition gathered in Paris to deliver real security guarantees for Ukraine, but also for the region," Tusk said in Paris on July 14.

Prime Minister Andy Burnham, who took office on July 20, told Ukrainian President Volodymyr Zelenskiy during a July 27 meeting aboard the aircraft carrier HMS Queen Elizabeth in Portsmouth that Britain could commit troops to Ukraine once the fighting ends.
"We will continue to lead the coalition of the willing together with our allies, and when a ceasefire finally comes into force, we will be ready to deploy a multinational force to strengthen Ukraine's security in the long term," Burnham said.

The Russian army achieved a major gain at the Kharkiv border. On September 1, this front was 461 km2. They captured this area from the Ukros.
The 1810 Ukro soldiers trapped inside were killed.
If those damn guys had launched the Vivaldi offensive here, they could have saved the soldiers there.

Russia hits Ukrainian power grid in one of biggest strikes of war; Zelenskiy blasts U.S. sanctions waiver

Russia attacked Ukraine's energy grid with one of the biggest strikes of the war overnight into Oct. 17, hitting more than 15 power generation and transmission facilities with over 320 drones and a barrage of cruise and ballistic missiles, President Volodymyr Zelenskiy said.
"Even though our air defences shoot down a significant portion of them, the sheer scale and relentlessness of the Russian strikes — on the energy sector in particular — unfortunately has many negative consequences," Zelenskiy said on Telegram.
The hardest-hit cities were Lutsk, Rivne, Zhytomyr and Vinnytsia, along with Shepetivka, Slavuta and Netishyn in the north of the Khmelnytskyi region. Hits were also recorded on energy facilities in the Kharkiv, Kyiv and Dnipropetrovsk regions. The Energy Ministry said infrastructure in at least 10 regions came under attack, and power was restored to more than 500,000 consumers during the day.
Emergency outage schedules were introduced in several regions, with capacity limits on industry and business applied nationwide. Grid operator Ukrenergo kept hourly household outages in parts of the country going into Sunday, Oct. 18, alongside restrictions on industry in all regions.
"Russia is trying to cause a blackout in Ukraine right before winter. Russia is trying to leave millions of our people without electricity and heating," Zelenskiy said.
He also sharply criticised U.S. President Donald Trump's decision on Oct. 16 to suspend, by executive order, the sweeping new sanctions mandated by the Lindsey O. Graham Sanctioning Russia and Iran Act — the "hellish sanctions" law that Trump himself signed on Sept. 18, named after the late senator, and which was due to take effect on Oct. 18. The order waived tariffs of up to 500% on Russian goods, including oil and gas, and up to 100% on the biggest buyers of Russian crude; existing sanctions remain in force.

"An American sanctions blackout, the easing of pressure on the aggressor, monetary rewards for [Vladimir] Putin — all of this only spurs him to strike further. We must not give up our positions and keep trying to end the war. To end it, not to give Putin every reason to continue it endlessly," Zelenskiy said, calling the law of the late Senator Lindsey Graham, which was meant to impose genuinely effective pressure on Russia to stop the war, completely ignored.
Trump declared what he called an "energy truce" between Moscow and Kyiv on Oct. 11. Kyiv said it supported the initiative but learned of it from Trump's social media post; Kremlin spokesman Dmitry Peskov said on Oct. 12 that contacts on a possible deal were continuing and there was nothing to announce.
Russia has not stopped. On Oct. 18, Zelenskiy said that in the week since the truce was declared, Russia had deliberately struck Ukrainian energy and oil-and-gas infrastructure 76 times, launching nearly 2,700 strike drones, 1,700 guided air bombs and 66 missiles, most of them ballistic.
"The main targets of these strikes are the energy sector — the Russians are trying to cause a blackout," he said, urging Washington to recognise that Moscow was making no reciprocal steps in response to sanctions relief or deals.
Overnight into Oct. 18, Russia attacked again with an Iskander-M ballistic missile and 180 drones, damaging substations in the Vinnytsia, Zhytomyr, Khmelnytskyi and Odesa regions and leaving tens of thousands of families without power; the air force said 152 of the drones were downed or suppressed. A morning drone strike also hit an energy facility in the Ternopil region.

We were warning against ziggers way back when ukraine was still in its post soviet hangover and "brotherly nation" phase during the 90s. It does not matter who or how much warns gullible westerners. Their geographic protection alone means there is always a fresh batch of useful idiots rotating through offices thinking that they are the one who will be pressing the """reset button"""

My guess a real breakthrough will only come when ziggers lose siberia to the far easterns and their natural eastern border settles where it belongs. the ural mountains. Losing siberia means losing their wallet and the map illusion tricking western retards into thinking its some great power. Because it has the empty siberian wasteland behind it compounded by the mercator map projection, making it even more freakishly huge
