I think that a microstate that uses a metal currency and does not have a "progressive" code of laws would go a long way. I expect that the bigger and less unified the european superstate, the more easily it will be controlled by nefarious bankers and politicians, whereas if a village simply seceded and started passing its own laws and barring entry to government agents it would probably become a paradise relatively quickly.
