Is it still possible to have a small government without experiencing the moral decline of society? The Puritans had a small government, yet everyone still adhered to a strict moral code and shared the same culture, religion, and race. But I don't think it's really possible to have anything like that in the age of the internet and television. For example, many people have been brainwashed into thinking that college is all about sex and drugs.

Only in a White ethnostate.

Governments and any banding together larger than 100 people is inherently anti human. Anything else?

You have it backwards. If you have a moral society then you can have a small government.

You need strong social cohesion. Which sadly is just not possible in the modern age of mass/social media.
Best you can hope for is a strong government to provide such without being too invasive.

As societal wealth upward spirals so will morality. Anyway ancap world would be a great mosaic, the whole point is you will live under any rules you want, there will be a community for likeminded individuals of every kind.
