In 1955 almost all plastic manufactured was brand new from new material. Today most plastic, especially for low value stuff like toys, comes from reclaimed material. And Dollar General knows you'll buy it for $5 anyway because toys are disposable. The same for almost everything else in our society, it is a major social crime to re-use something because that implies poor or low mental capability. In regards to toys specifically, there are no more dedicated toy stores and there's less kids and the kids that do exist prefer ipads. Therefore there is no point in making a high quality plastic figure when it is already garbage. Dollar General, Dollar Tree and Walmart actually throw away more toys than they sell because they cannot discount them and must keep prices high. Lego is the most infamous example of this, since Lego is very strict about unsold Legos being fully annihilated.
