But it's a bit tricky to make sense of, especially as a foreigner and with the "understanding software" of foreign either capitalist or stronger socialist nations, because it's a French specific. Economists either say it's completely insane to keep such a big part of the pensions in the budget (which, like I said in the other post above, is not really used but only reported from previous years), or say it's completely normal and is only a digital/theoretical relicate of the old "secondary" system of pensions.So.
