Probably not the German government, most likely Hetzner cloud leaked it since the email servers were probably hosted in their datacenters.

This wasn't a hack, just a violation of terms and conditions set by the data center/cloud operator.

If you use webmail/cloud email, your email is (((their))) email. See the Patraeus cheating scandal.
