United 93 takeoff was delayed 42 minutes from the originally scheduled departure. The first two hijacked flights were already crashing into the WTC by the time 93 made it to cruising altitude.
The hijackers on 93 waited over 45 minutes to begin the hijacking for unknown reasons, the other flights were hijacked less than 30 minutes after takeoff. Because of all of this, United 93 wasn't hijacked until 9:30.
Passengers on 93 made numerous calls for the next 20-30 minutes from the plane after the hijacking, with about 12 successful connections. The passengers realized the hijackers were on a suicide mission, and voted to try to retake the plane.
The terrorists intentionally crashed it because the passengers were about to smash into the cabin. The transcripts of the flight recordings are all available to the public, and the hijackers were heard praying and more or less saying "so should we go ahead and do it" right before the plane crashed.

They scrambled three jet pilots that day to intercept the jet; but they supposedly didn't fire because the passengers attacked the terrorists and the plane crashed in a field. However its worth noting that all three jet pilots that were scrambled to intercept the jet have since been promoted to General.

Yes, but 35 of the 37 phone calls made from United 93 were from seat back air phones.

The FCC did and still does prohibit the use of cellular phones from airplanes in flight because it causes problems with cell networks. Because of a plane's speed and altitude, a cell phone will try to connect to too many cell towers at the same time.
