Yes. It keeps happening to musicians at concerts I attend. They apply months and months in advance, have been to the US many times before, and get nothing but delay. The promoter (has connections) even has had his Congressman try and intervene. Still nothing, so they have to cancel. The visa situation in the US is fucked unless you're looking to hire an illegal or someone who will obviously overstay their visa, then you're okay.
