This essentially means that the capital class has lost faith that the government can do it's job when it comes to security and domestic policy. This in and of itself doesn't necessarily mean much, but it does mean that the belief in the system by the primary silent backers of any system of government, the wealth producers, has gone away, which means that the legitimacy and buy-in associated with the government has reached a point of collapse. This is one of those silent indicators that the state apparatus is on it's way out.
