you must be new.firstly, we did hear about it a lot on here, when putin and lukashenko were flying third world migrants into Minsk and then sending them towards the polish border.The reason you don't see posters from there is because it's a dictatorship with no internet freedoms, no freedom of speech. Any kind of anti-goverment wrongspeak can get you in prison. They don't even have access to normal social media sites without a VPN.

This is probably the worst culture on earth for a foreign speaker to attempt to speak in: I’ve had store employees stop me to correct my pronunciation when I asked where something is, and then refuse to show me the item. You can’t order water at a restaurant if you don’t nail the spacing of the vowels and the case: they are dumbfounded if you’re 5% off of what it should be. You as an American (I’m American) have an idea of what it’s like to deal with a foreign English speaker and can understand them even if they are wrong : Belarusians have NO SUCH ABILITY to see past your mistakes. One grammar fuckup, one wrong syllable, and it’s over. It’s probably easier to interact in China on minimal Chinese experience than in Belarus with minimum Russian experience because they’re much more accommodating. That being said, don’t be dissuaded: most westerners I know don’t speak Russian very much at all, and they’re fine. I’m like a B1 Russian speaker that can read basic books and live life normally, but that bar is apparently pretty high since most foreigners never clear it. If you’re determined, you’ll do it.

That’s why you need to assume an English level of zero. If the average person here isn’t fluent, they often have a psychological barrier to attempting at all.
