The ultimate problem of modern politics is that rulers don't die in wars anymore. There used to be a time where you would go out there and fight with your men until you or the other guy died and the winner got to rule. Nowadays doing that would either lead to the end of the world or a gruelling civil war that ruins your entire nation. The solution people came up with is competition in elections and the market but that just sucks too because being popular or successful at business doesn't have anything to do with leading a nation to greatness. So instead I propose creating a real test of national leadership ability: you will have to play a set of grand strategy and management games. Hearts of Iron, Stellaris, Cities Skylines, Tropico, etc. and you will be given a score based on how well you do in these games and then the one with the best score gets to become the leader. You can also challange people to a duel in a game of your choice and if you win you get their position.
