Minot has been corrupt for over a century.
However, even when presented with opportunities to root out tye corruption, nobody lifted a fucking finger.
Instead, they kept hiring more corrupt people, refusing to hire decent people.
They enabled local drug dealers to gain control of nearly everything in some manner or another.
Even some of the cops are crooked as fuck.
Between racist, douchebag judges and narcissistic politicians, everything is pure shit there and most residents are too fucking apathetic or self absorbed to give a shit.
Even the few who care are too fucking naive.
