>The most important thing today is that Starlink and Starshield operations have been restored to the speeds we had before all the restrictions. The speeds are now where they need to be. The restoration began overnight, and by this morning, speeds were already sufficient to use this communication service. This is crucial. This really matters: for our frontline logistics, for defending Ukraine against jet-powered “shaheds.”

>This morning, Ukraine’s Defense Minister Yevhenii Khmara delivered a report. We ran tests: Starlink and Starshield are working. I thank all Americans and all our partners who took this seriously and truly helped us. I thank members of Congress, senators, all the media, the State Department, and the President.

The oxcart makes sense in a way. Imagine putting three equal parts of parody, tragedy and satire into a cauldron of bruta-realistic quicksand-quaqmire-bog with only the bleak poisonous green light of corruption and envy shining in. The only wealth of the land being fossilized liquid death pumped through the permafrost by generational-alcoholic slave uruks.

Russian authorities are discussing winding up a subsidised mortgage programme for IT workers as early as December 2026, as the war-strained budget forces Moscow to cut state support programmes, the RBC daily reported on Oct. 23, citing three sources on the IT and financial markets.
One scenario under discussion would see the programme, formally due to run until the end of 2030, stop issuing new loans from December, RBC said. A federal official confirmed the question was being debated as part of a review of budget priorities, but said no final decision had been taken. The Digital Ministry, which oversees the programme, said it was looking for financing options "in conditions of limited budget funds" and promised that the terms of loans already issued would be honoured in full.
The preferential mortgage was launched in 2022, when IT specialists were leaving Russia en masse after the start of the war. Employees of state-accredited companies earning at least 100,000 roubles a month — 150,000 in cities of over a million people — could take out home loans at 5%, with the budget covering the rest of the rate. More than 100,000 people have used the programme since its launch, according to the Digital Ministry.
The terms were tightened in August 2024: Moscow and St. Petersburg were excluded, the rate was raised to 6% and the loan cap was cut to 9 million roubles from as much as 18 million. Even so, nearly 22,000 people have bought 150 billion roubles' worth of property under the new rules, a ministry representative said. Banks issued about 6,000 loans worth 41 billion roubles in the first half of 2026, 30% more than a year earlier, and by October issuance had reached 9,000 loans worth 64.5 billion roubles, according to DOM.RF, the state housing-finance institution that tracks the mortgage market.
>>
>let me tell you about youe country
117, see you in madyar's weekly comoilation, mayo taster.
>>
>>544854223
2/2

The programme costs the budget tens of billions of roubles a year. Subsidies are set at 77.8 billion roubles this year, falling to 64.8 billion in 2027 and 35 billion in 2029 under the draft budget. Whether even those allocations materialise is in doubt: the federal budget deficit reached 5.2 trillion roubles in January-September, and the Finance Ministry raised its full-year deficit forecast in September to 7.3 trillion roubles, or 3.2% of GDP — nearly twice what was originally planned.
The draft 2027 budget foresees a deficit of 5.4 trillion roubles, or 2.2% of GDP, on spending growth of just 0.4%. Experts say spending will overshoot those plans, and the deficit with it; analysts at Gazprombank say the actual 2027 shortfall could reach 6.5-7.5 trillion roubles. Sergei Aleksashenko, a former deputy finance minister, says the budget structure is cracking at the seams.
The authorities are looking for savings wherever they can: financing for the preferential car-loan programme has been cut to a third of this year's level for 2027 despite warnings it could trigger a collapse in sales at carmaker AvtoVAZ. The Industry and Trade Ministry has promised to look for money to keep that programme going.
The IT mortgage has been one of the main tools for keeping young specialists in the country, Valentin Makarov, president of the Russoft software association, was quoted by RBC as saying: breaks on insurance contributions helped companies hold on to developers by paying higher salaries, but the mortgage "tied them to their cities through home ownership — and that was an even stronger motivation."

>All Slavic lands are historically Russian
kek. ok anon, let's do "Russian = of Rus'" properly since you opened that door

>Rus'
capital: Kyiv, "mother of Rus' cities" per the Primary Chronicle. Oleg takes Kyiv in 882. Moscow's first mention ever: 1147. 265 years of Rus' before your capital was a dot on a map lmao

>the word itself
Rus' comes via Finnic Ruotsi from Old Norse roþs-, "the rowers". Ruotsi is still the Finnish word for SWEDEN. by your own etymology every "Russian" land belongs to Stockholm. kek, the Swedes want the Kremlin back Ivan

>Muscovy
grew up as a Horde tributary until 1480, its princes (Ivan Kalita, literally "Moneybag") collecting tribute for the Khan. "Rossiya" is just the Byzantine Greek spelling of Rus', Peter stamped "Russian Empire" on it in 1721. you rebranded a franchise you didn't found

>Kyiv
Moscow got it "for two years" at Andrusovo in 1667, never gave it back, then paid Poland 146,000 rubles for it in 1686. the "historically Russian" mother city came with a receipt LMAO

>other heirs
Grand Duchy of Lithuania, Ruthenia and Samogitia. official title, Rus' right there in it, law code written in Ruthenian, held Kyiv from the 1360s until 1569. Vilnius has the same "of Rus'" claim you do

>"all Slavic lands"
Bulgaria: state since 681, baptized 864, gave you your alphabet (Preslav) and your church language. Croatia a kingdom by 925, Poland baptized 966. Moscow: 1147. by your logic Russia is historically Bulgarian kek

>"Russian"
Ukrainian has two words: pycький = of Rus', pociйcький = of Russia. your whole post is mashing them into one English word and hoping nobody checks. Kyiv kept the original, Moscow kept the Greek rebrand and the Khan's tax habits. kek

The rulers of the United Arab Emirates and Saudi Arabia put at least $2 billion into secret bank accounts accessible to Jared Kushner, Donald Trump's son-in-law and former senior adviser, during the president's first term, according to a forthcoming book that says the arrangement may have violated U.S. bribery and disclosure laws.
Vanity Fair published an excerpt from "Princes and Thieves: Jared Kushner and Mohamed bin Zayed's Secret Plot to Remake the Middle East" by investigative journalist Matthew Cole on Oct. 22. The book, due out on Oct. 27 from Atria, a Simon & Schuster imprint, has not been independently verified, and Kushner and his lawyer rejected the allegations in full.
According to Cole, the Netherlands' Defence Intelligence and Security Service (MIVD) learned in late 2017 that a Russian hacker working for the GRU military intelligence agency was travelling to Britain on an espionage mission. After the Dutch, with British permission, confronted him on arrival and gave him a choice between prison and cooperation, the hacker granted them access to a GRU server in the Russian city of Rostov-on-Don. There the Dutch found screenshots of Kushner's iPhone taken by Russian intelligence, the book says. By early 2018, MIVD hackers had found their own way to watch the screen of Kushner's phone — and saw the presidential adviser conduct Middle East business and check a bank account in the UAE.

What mental illness is creating an echochamber thread to reply to yourself on different vpns and a handful of chugcord browns while kwetching about /k/, "built for brc"?
>>
>>544855239
2/?

At the start of Trump's first term, UAE President Mohamed bin Zayed Al Nahyan and Saudi Crown Prince Mohammed bin Salman proposed a secret fund to finance White House initiatives, Cole writes, with the money ultimately flowing into two separate accounts. From 2017, about $750 million was paid into an account at First Abu Dhabi Bank formally owned by the state-funded Watani Al Emarat Foundation. Kushner held signing rights and could dispose of the money, the book says. The transfers were routed through Azerbaijani banks to obscure their origin, with dirhams and Saudi riyals exchanged for dollar payments from other accounts at a commission of 6-7%.
The money was meant to advance Emirati and Saudi interests. "Jared promised MBZ that he'd push their agenda with Trump if they participated in a fund," one source told Cole.
A further $1 billion was transferred via Azerbaijan to Israel by spring 2018, according to the book. A source told Cole that Israeli Prime Minister Benjamin Netanyahu suggested placing the money with the Central Bank of Israel to hide its connection to Kushner; the funds were earmarked for Trump's son-in-law personally, the source said, and much of it was later allegedly moved to accounts in Cyprus.
Kushner, as a federal officeholder, was required to disclose foreign accounts. Four former Trump administration officials — two national security advisers, a White House chief of staff and a former CIA director — told Cole they knew of no presidential authorisation for his access to a foreign state account. A prosecutor who worked on Robert Mueller's Russia investigation told Cole the arrangement could have violated federal bribery laws and would in any case have required Kushner to register as an agent of a foreign government.

Kushner denied the allegations in an Oct. 22 post on X: "The allegations made by this author are completely insane and never happened. We denied every one of these claims on the record, yet the author failed to provide a single shred of evidence to substantiate any of them." His lawyer, Chad Mizelle, called the claims false and defamatory and said Kushner's legal team had sent the publisher a 13-page letter before publication, threatening legal action. Trump told reporters on Oct. 23 the story was "totally false".
The Dutch Defence Ministry declined to comment. "The cabinet does not publicly comment on the MIVD's level of knowledge, its working methods or its sources," a ministry spokesman said. Dutch broadcaster NOS noted that the investigative programme Nieuwsuur and the newspaper Volkskrant had spent recent years examining the claim that the MIVD had access to Kushner's phone and had spoken with several people directly involved.
The allegations concern Trump's first term and are separate from the documented $2 billion that Saudi Arabia's Public Investment Fund committed to Kushner's investment firm Affinity Partners after he left the White House in 2021. Kushner currently serves as one of Trump's envoys in negotiations on the wars in Ukraine, Gaza and Iran.

Russia's Prosecutor General's Office plans to create a "special personnel reserve" of staff who fought in the war against Ukraine and appoint them to senior posts ahead of other candidates, according to a draft order reported by the Viorstka news outlet on Oct. 23.
The draft order would amend the 2013 regulations governing the personnel reserve for promotion to leadership positions in the prosecutor's offices, which is currently drawn from staff with the necessary qualities who have proven themselves on the job.
Under the amendments, prosecutors who served in what Moscow calls its "special military operation" would become eligible for some of the most senior prosecutorial posts in the country: heads of main directorates, directorates and departments at the Prosecutor General's Office, prosecutors of Russian regions and their deputies, and city and district prosecutors. All reservists from among the war's participants would be entitled to professional development training and individual psychological support, the draft says.
The document would also amend another 2013 directive on personnel work so that prosecutors serving in the Russian-occupied regions of Ukraine receive "priority consideration" for leadership posts. Candidates for senior jobs would be assessed not just on their readiness to transfer to serve in another locality, but also in territories under a "special legal regime" — the term used for the occupied parts of Ukraine.
Citing "efficiency" and the "prevention of corrupt practices", the draft order also provides for rotating regional deputy prosecutors who have held office for more than 10 years, as well as prosecutors serving in the occupied regions, as a rule for more than three years.

The initiative follows repeated calls by Russian President Vladimir Putin for officials to find jobs for veterans returning from the front, including in the state apparatus. "The key priority is to create conditions so that the heroes who went through the front can fully realise themselves in the most varied spheres: in the sectors of the economy, in business, in bodies of power at all levels, in local self-government," Putin said. In August 2026, he told a meeting of the Council for Strategic Development that the authorities must prepare for the return of many soldiers "with healthy ambitions" from the front, and find them jobs.

Russia's central bank held its key interest rate at 14% on Friday, declining to cut for the second meeting in a row after eight consecutive reductions since June 2025, and its updated forecasts suggest borrowing costs will stay near that level through the end of the year.
All economists polled by Reuters had expected the hold; the market's attention was on the bank's guidance, which came out slightly more hawkish than hoped. Inflation continues to rise despite restrictive monetary policy: the Bank of Russia raised its 2026 inflation forecast to 7.1–7.6% from the 6–7% it saw in July, while keeping its 2027 forecast at 4%.
"Current price pressure remains elevated. Inflation expectations remain high. According to the Bank of Russia's estimate, sustained price growth is not slowing and stands in the 5–6% range in annualised terms, primarily due to the influence of a temporary reduction in production capacity in certain industries," the bank said.
It named Ukrainian drone attacks, which have destroyed a significant part of Russia's oil refineries, warehouses and data centres, as the main driver — saying that restarting the slowdown in underlying inflation requires continued restraint of aggregate demand. Prices are being pushed up above all by volatile items, chiefly motor fuel, after drone strikes forced refineries into repairs. The bank had previously expected the capacity lost in the strikes to be restored by the end of 2026, but may now have revised that assessment. The economy continues to grow, the bank said, though at a "moderate pace".
>>
>>544856396
2/2

Its signal to markets was unchanged from September: the bank "will make further key rate decisions depending on the dynamics of inflation and inflation expectations, as well as its assessment of risks from domestic and external conditions." The forecast for the average key rate next year was raised to 12.5–13.5% from 10.5–12.5%, and this year's average rate forecast was lifted to 14.6%. Given the 14.7% average from the start of the year through Oct. 25, that means the average rate "will be 14.0% for the rest of the year (allowing for rounding)", which "allows for either keeping or changing the key rate at the December meeting" — the last of the year, scheduled for Dec. 18.
"The regulator's comments are cautious amid high current inflation and the predominance of pro-inflationary risks... the central bank now expects the rate to be cut more gradually in the future," said Igor Rapokhin, senior rates and debt markets analyst at SberCIB, whose base case is another hold in December. Sergei Konygin, senior economist at Sinara Investment Bank, said the guidance still leaves room for a cut to 13.75% by the end of the year.
The bank listed wage growth continuing to outpace productivity and persistent geopolitical tension among its price risks, and issued its customary budget caveat: the announced fiscal parameters support the disinflation path, but if they change, monetary policy "may require adjustment." Bank Governor Elvira Nabiullina was due to brief reporters later in the day.

A Chinese surgeon who once pledged to perform the world's first human head transplant has carried out in Moscow what he calls the world's first spinal cord transplant, as Russia steps up state-funded research into radical life extension.
Ren Xiaoping, a neurosurgeon at the Second Affiliated Hospital of Guangxi University of Chinese Medicine, told New Scientist that his team removed a section of a patient's spinal cord that had been severed in a trauma three years earlier and replaced it with a segment of nerve tissue from a brain-dead donor, using microsurgery and polyethylene glycol, a substance that fuses cell membranes. The 12-hour operation was performed at Moscow's Sklifosovsky Research Institute for Emergency Medicine on Oct. 14-15, and Moscow Mayor Sergei Sobyanin announced it on Oct. 16, saying a patient who had faced complete paralysis "now has a chance for recovery and is feeling well".
Russian officials described the procedure as the first of its kind in Russia; the "world's first" label comes from Ren himself and his longtime collaborator, Italian neurosurgeon Sergio Canavero, who called the operation "a Sputnik moment for spinal cord injury". Scientists urged caution, noting that its success can only be judged if the paralysed patient regains movement — something no evidence has yet shown. The approach, developed for years by Ren and Canavero, relies on pressing freshly cut spinal cord surfaces together with polyethylene glycol in an attempt to fuse nerve fibres across the junction.
Ren also told the South China Morning Post, which reported on his Moscow work on Oct. 23, that he has performed six allogeneic hand transplants in the Russian capital, grafting limbs from deceased donors onto amputees.
>>
>>544856731
2/2

Trained in the United States as a hand surgeon, Ren rose to prominence in the mid-2010s when he and Canavero announced plans for the first-ever human head transplant. Ren claimed to have transplanted monkeys' heads onto new bodies, and in 2017 the pair rehearsed the procedure during an 18-hour operation on two cadavers in the Chinese city of Harbin. The live operation — once intended for Valery Spiridonov, a Russian computer programmer with spinal muscular atrophy — never took place, shelved after criticism from the medical community, ethical objections and public outrage.
Ren's Moscow presence is growing: this month he received a "Mission of the Year" award from Deputy Prime Minister Tatyana Golikova at the 17th Congress of Russian Surgeons.
It coincides with the Kremlin's accelerating push into longevity science. The Wall Street Journal has reported that a state programme on extending the life of President Vladimir Putin, 74 — who has mused publicly about living to 150 by replacing body parts — is overseen by his daughter, the endocrinologist Maria Vorontsova, together with Mikhail Kovalchuk, head of the Kurchatov Institute and an old friend of the president. Scientists in the programme are working on gene therapies to slow cellular ageing and on growing spare human organs inside genetically modified miniature pigs, with the first such pig expected by 2030. A national project linked to the effort is slated to receive 17.954 billion roubles in 2027-29, a 12% rise next year. No direct role for Ren in the programme has been confirmed.

Nearly one in five Russian companies plans to cut staff in 2027 as businesses brace for a rising tax burden and an economy that has run out of steam.

A survey of 637 Russian firms by the research service Aktion Finans, reported by Forbes on Oct. 23, found that 19.3% intend to "optimize" their headcount next year — a euphemism for layoffs. Another 38.5% plan what Russian business press has dubbed "quiet layoffs": they won't replace workers who resign of their own accord, letting headcount shrink through attrition. A further 23.1% plan to curb hiring.
Technology is the preferred substitute for people. Half of the companies surveyed — 50.1% — plan to hand over part of their employees' functions to technology, and 46.2% intend to automate or robotize production processes and services. Almost 40% hope to cut costs without investing anything extra.
The austerity drive reflects how thin the remaining room for savings has become: 32% of companies say they have already exhausted the obvious cost-cutting options, 34.5% fear that further cuts would hurt the quality of their goods and services, and 26.8% worry about losing key employees. Other measures on the table include raising labor productivity (34.7% of firms), tightening limits on administrative expenses (52.6%), switching to alternative suppliers (49.9%), improving planning (41.3%) and renegotiating existing contracts (41%).
The October survey covered companies from industry, retail, construction and other sectors, with almost 40% of respondents posting annual revenue of 1 billion to 15 billion rubles. Their top financial priorities for 2027 are containing expenses (42.2% of firms), improving cash flow (39.7%) and reducing production costs (38.5%); 26.8% aim to cut their overall spending.

The layoff plans come as the economy stalls after the military-spending boom of 2023-24. The Economy Ministry estimates GDP grew just 0.6% in January-August and expects the same for the full year, with growth of 1.4% forecast for 2027.
Companies are also bracing for a heavier tax bill. The government raised value-added tax to 22% from 20% on Jan. 1, 2026 and pushed through a reform that stripped hundreds of thousands of small businesses of the simplified tax regime. Next in line for 2027: a windfall tax on cement, fertilizer and gold producers, an increase in the top rate of personal income tax on passive income, including bank deposits, to 22%, and 22% VAT on purchases from foreign online stores. None of the increases has so far stopped the budget deficit from reaching 7.3 trillion rubles this year.

Romania blames Russia for drone that sinks cargo ship; 1 killed, 3 missing

Romanian President Nicusor Dan accused Russia of escalating its attacks on NATO's eastern flank on Friday, after a drone strike sank a cargo ship off the Romanian Black Sea coast, killing at least one sailor with three still missing.
Video released by Romanian authorities showed only a small part of the hull of the capsized tanker still visible above the waves as it sank. Emergency vessels were searching the surrounding waters for survivors in choppy seas and high wind.

Romania's naval authority said the Comoros-flagged Khoryv, with a crew of 13 Ukrainian and Azeri sailors, had sent a distress signal 13 nautical miles off Romania's port of Constanta, just beyond Romanian territorial waters. Nine sailors were rescued from the water, three were missing and one body was recovered.
The past two weeks have seen a sudden surge in deadly attacks on commercial ships off the coasts of NATO members Romania and Bulgaria, with at least seven cargo ships hit and some 30 sailors reported dead or missing.
"It is part of Russia's escalation process in its war in Ukraine," President Dan told reporters, later saying the ship had been hit by a drone.
NATO said on Tuesday it would send more maritime patrol aircraft, radar systems and drones to the Black Sea. The alliance has not specified what capabilities would be sent. On Saturday, Romanian jets shot down two of the latest generation of Russian drones over Romanian territorial waters.
The vessels that have been struck lately have either been anchored near or headed towards the Sulina Canal, which links the Danube River to the Black Sea.
The canal has become the primary export route for Ukraine, one of the world's biggest grain and food oil exporters, which has relied on Danube River ports and Romanian territorial waters as Russia has attacked Ukraine's own Black Sea ports.

no, it makes sense that when a random police officer sees the US president trying to molest a child in public, he can make him kiss the ground, drag him into custody and then a random state judge can pass the verdict. a president should not be above the law, even for a parking ticket

Drone attacks halt all four Moscow airports; flights resume but disruption drags into Saturday

1/2

A daytime Ukrainian drone attack forced all four Moscow airports to suspend flights on Friday, the fifth such shutdown this month, and another massed barrage overnight into Saturday kept Russian air defences working across more than 20 regions.
Sheremetyevo, Domodedovo, Vnukovo and Zhukovsky — which together handle most of the capital's traffic — halted arrivals and departures shortly after 1 p.m. Moscow time on Oct. 23, the state aviation agency Rosaviatsia said. "Temporary restrictions on the reception and departure of aircraft are necessary to ensure flight safety," it said in a statement.
Moscow Mayor Sergei Sobyanin said air defences downed 21 Ukrainian drones heading for the capital during the afternoon, after a night in which he said 155 drones had targeted the Moscow region. Monitoring channels reported air-defence fire on the city's approaches, and drone-danger alerts were declared in suburbs including Reutov, Balashikha, Zheleznodorozhny and Lyubertsy, in the Kapotnya district and later in parts of southern Moscow.
Sheremetyevo declared an "air raid alert" and moved passengers to shelter areas. "Passengers should be prepared for a longer wait in connection with flight safety measures," the airport said. The IQ-Kvartal tower in the Moscow City business district, home to several federal ministries, was also evacuated.
More than 340 flights were delayed or cancelled by mid-afternoon, msk1.ru reported. At least nine planes bound for Moscow were diverted to alternate airports, including St. Petersburg's Pulkovo — which took in more than 30 Moscow flights on Friday — as well as Nizhny Novgorod, Minsk and Baku.

The restrictions were lifted after roughly three hours, but flights were halted again in the evening as the attack continued; Vnukovo and Domodedovo were operating on a coordination basis late into Friday night. The Friday attack also involved small balloons carrying explosives, the Ukrainian monitoring channel Exilenova+ reported.
Russia's Defence Ministry said air defences destroyed 616 Ukrainian drones from Friday evening to Saturday morning over more than 20 regions, including the Moscow region. Airports in Kazan, Samara, Saratov, Penza, Ulyanovsk, Kirov, Cheboksary and Nizhny Novelsk suspended flights overnight, and Ufa and Orenburg were still closed on Saturday.
By Saturday afternoon, all four Moscow airports had returned to normal operations. But the backlog was still being cleared: more than 210 flights were delayed or cancelled at the capital's airports during the day, and some planes were arriving up to 20 hours behind schedule, according to the travel portal Tourdom.
Ukrainian long-range drone strikes have repeatedly closed Russian airports this month, including in a wave on Oct. 17–18 that delayed or cancelled more than 350 flights and forced planes to divert, with passengers finishing their journeys by bus.

Putin's War Is Squeezing Rosneft, the Oil Giant at the Heart of His Economy

1/?

Ukrainian drone strikes on Russian oil refineries are pushing Rosneft, the state-controlled producer behind every second barrel of Russian crude, toward mounting financial and technical trouble, with company officials privately warning that even a few more months of attacks could inflict lasting damage on the business.
The cautionary assessment, reported by Bloomberg on Oct. 22 and based on conversations with people familiar with the situation, expert analyses and documents reviewed over the past six months, including internal damage assessments and protection plans, found the company increasingly unable to afford the endless cycle of repairing bombarded plants.
At least 114 strikes have hit Russian refineries since the start of 2026 — more than double the same period last year — and Rosneft's 12 refineries, which account for about a third of national refining capacity, have taken the brunt. In September alone, five of the 15 confirmed strikes landed on its plants supplying fuel to European Russia.
The Ryazan refinery, Rosneft's largest at 14 million tonnes a year and the key supplier of fuel to Moscow, has halted output at least four times this year and has run at well below capacity — idle for more than half the time since it was first attacked in May. It was struck again on Oct. 15, days after President Volodymyr Zelensky announced that Ukraine was resuming refinery attacks following the collapse of a short-lived U.S.-brokered "energy ceasefire." The Syzran refinery has spent most of the past six months either fully idle or running at less than a third of capacity, and the Tuapse plant, Russia's only Black Sea refinery, has been offline since April, when drone strikes set its port terminal ablaze for days.

According to Bloomberg's sources, Rosneft has informally conceded that repair costs cannot be kept at an acceptable level in the long run, and some plants deliberately stretched work that should take days over several weeks. The hardest part is fixing secondary units that make motor fuel — catalytic crackers, reformers and hydrocrackers: sanctions have cut off Western spare parts, while Chinese and Russian substitutes take months to arrive and often don't fit the existing equipment. Attempts to shield the plants with anti-drone nets, steel cables and shipping containers have failed, the documents show.
The toll shows in the accounts. First-half net profit fell 18% to 200 billion rubles ($2.4 billion), and the net-debt-to-EBITDA ratio rose to 1.8 at the end of June, its highest in more than five years. Rosneft closed 2025 with profit down fourfold, after a 13% decline in 2024.
Distress has spread to Moscow Credit Bank, the lender seen as close to Rosneft chief Igor Sechin, which has financed the oil company's operations through reverse-repo deals since being pulled into its orbit in 2017. The bank was dealing with $8 billion — 691 billion rubles — in problem loans at the end of June, more than a quarter of its corporate book, with overdue loans up seventeen-fold over the past year.
The Qatar Investment Authority, which owns 18.46% of Rosneft and has seen its dividend payments fall sharply since the war began, is closely monitoring the company's finances, three Qatari officials told Bloomberg, hoping for a swift end to the conflict.
The pressure comes even as Rosneft touts the launch of Vostok Oil, its nearly $50 billion Arctic megaproject, and as Washington pressures Kyiv to stop the refinery strikes — President Donald Trump called the renewed attacks "a disgrace," even as diesel shortages caused by earlier strikes have begun to ease and the first tanker of Russian diesel set sail for the United States under his controversial supply deal with Moscow.

Six fingers for Putin: Russian ministry's AI-doctored North Korea photos quietly vanish

1/2

Photos released by Russia's Education Ministry from its chief's October visit to Pyongyang appeared to have been enhanced with artificial intelligence — giving President Vladimir Putin a sixth finger, distorting Kim Jong Un's face and mangling text — an analysis by the specialist outlet NK News found on Oct. 21.
The ministry published the images after Education Minister Sergei Kravtsov's Oct. 19–20 trip to North Korea, which centered on Russian-language education and sharing AI expertise with the DPRK.
In the main photo, taken on Oct. 19 at a teachers' college in Pyongyang, Kravtsov signs a document in a hall decorated with a framed print of Putin and Kim shaking hands after the two leaders signed a strategic partnership treaty in June 2024. In the ministry's version, the Russian president's left hand has six fingers, and both leaders' faces are warped.
A comparison with the original image published by North Korea's state Rodong Sinmun newspaper showed further differences: in the Russian version, the coats of arms on the documents and the caption beneath the portrait were also distorted. None of the flaws appeared in photos released by North Korean media.
Other official photos from the trip fared no better. A shot from the opening of a Russian-language education center in Pyongyang showed gibberish on a display stand; another misspelled "Pyongyang," while Korean text rendered the words "Russia" and "Federation" incorrectly.
By Oct. 23, the images had quietly begun to disappear. NK News reported that Russian authorities deleted one of the flawed photos from the ministry's Telegram channel, and the link to the six-finger Putin image — along with the ministry's news page about Kravtsov's visit — had stopped working.

Kravtsov's delegation, which arrived in Pyongyang on Oct. 19 and left the following day, met North Korean Education Minister Ri Yong-chol at the Pyongyang Assembly Hall and opened the Russian-language center at Pyongyang University of Education No. 2, sealed with a supplementary agreement with Blagoveshchensk State Pedagogical University in Russia's Far East. Addressing the opening ceremony, Kravtsov said he was confident the center would become a bridge of true friendship between the two countries, TASS reported.
