Is it still the case that you can only fully express yourself through community,namely family? In the past there were obviously laws that on paper should have been universally implemented but if you didn't belong to any community/were an orphan you couldn't exercise most of your so called (limited) rights on practice. For example, if there is no one to report/notice your murder it might as well never happened. Would you say it's still a case to some extent?

It wildly depends on where you are in the world. In the US, it doesn't matter if a murder victim had a family or not. If they can pin whoever did it, they'll go after them.
