>>544867566They had merit based immigration back then. If you wanted to move to Britain you had to save up money, get a visa for work, line up a job and move there on your own expense. It’s a big reason why Britian didn’t have a problem with blacks because they were the rare kind that worked and assimilated.

Immigration was low under Thatcher and Major, because they were afraid of Enoch Powell, having seen all the damage he caused to Ted Heath's government in the 1970s.Also, there was an emphasis on integration. So things like importing spouses from overseas was made deliberately difficult.Labour won in 1997, Powell died in 1998, and the floodgates were opened.
