USA also knew that there were 50 Japanese spies in the USA, cuz aforesaid broken code. But if they arrested just the 50, the Japanese would know that the USA broke the code. Solution: arrest ALL the Japanese, legal immigrant, USA Citizens, all of them. Mind you, the Laws of War says we send them back to Japan... But the Japaneses knew Americans were assholes, so they totally fell for the trick of arresting all the Japanese and kept using the same broken code
