Why WOULDN'T a state want to regulate it? It's the only source of new citizens outside of immigration. You literally cannot have new natives without them. If we were some asexual rock people and could only generate new ones of us from like one specific valley you'd be damn well certain that would be the most regulated, protected place in the entire country.

It's used like that because the US government has constitutional authority to "regulate" a variety of things, and thus they frame all actions of the state as regulating. As an example, when the constitution says the federal government has the power to "regulate interstate commerce" that doesn't actually mean that they have the power to do whatever the hell they want so long as interstate commerce is potentially involved, it means they have the power to prevent states from introducing tariffs on goods from other states and things like that. Similarly the phrase "a well regulated militia" doesn't imply it's supposed to be under strict control of the government, it just means that the militia (which was basically a demographic category to describe fighting age men) was expected to be competent in the use of arms.
