Putin looked the other way after Trump armed Ukraine because he hoped Trump would gain a second term, at which point Trump would grant Russia sanctions relief in exchange for Russia taking limited Ukranian territory. Instead of Trump getting reelected, Biden won & Biden didn't offer Putin any sanctions relief. Trump cheered on Putin as a genius in February 2022 because Putin was supposed to conquer Ukraine & humiliate Biden & turn him into Carter 2.0
