The United States, and global capital more broadly, view BOTH Russia and China as enemies.Because of the way partisan politics has been steered domestically, the CIA feels like it has to utilize one managed end of the spectrum against one enemy and the other against the other enemy. By attacking Ukraine they are trying to do 2 things:1) Take heat off of the israel question regarding fuel price spikes. Ukraine is a goyim country (with a jew government) and as such makes a good scapegoat.2) Out of Russia and China, Russia was the one where CIA-money power color revolutions were actually successful, even if they have since been pulled back. Russia does not have the same population or industrial capacity advantages China does, so it is viewed as the easier of the two enemies to play off. This is the same strategy when China was viewed as the easier target during the Nixon administration in the aftermath of the Sino-Soviet split.
