Nuclear taboo is very fragile and nobody wants either to risk mass nuclear launches or to even erode nuclear taboo. USA even hobbled its own ballistic missile program to avoid using the types that look exactly like a nuke while in transit (Russia on the other hand leans into it so every fight because a nuclear capable delivery vehicle for threat making purposes).
