It does appear to be an exercise>The U.S. launched Exercise Global Thunder 27, a nuclear readiness exercise, on October 28. It involves strategic bombers and E-6B TACAMO aircraft (the "doomsday planes" that relay EAMs) flying extended missions. The exercise is expected to continue into late October.
