Capitalism used to be a driving force for colonization, exporting white people to the world. Since colonization ended, the tide reversed, now they bring everyone here. The primary problem is a loss of moral certainty, the willingness to project outward and insist upon our system, our right to rule and govern. China for example has no such preoccupations, and so they are exporting million of Chinese to Africa and establishing colonies all over Asia.
