Cheaper delivery of explosive payloads has always been the holy grail of the military. The defence industry isn't retarded, the expensive part has always been to get the cheap/expensive missile to the front, gather information on which target would be valuable to strike with said ammo, then asessing hit rate, attrition and stockpile depth for a military operation. The use of extremely cheap ammo means that there's a complete breakdown in costs to get stuff to the front (too expensive) and/or a lack of high value targets to use the (expensive) ammo on. This is why the dumb move of automation in delivery systems is so funny to me because it admits the futility in cheaper alternatives (trucks wont survive the journey) while glorifying the cheaper toy drones as 'ukranian innovatroon'

US ran out of PGM during bombing of Yugoslavia (and that bombing showed how stupid overreliance is on PGM) and they've used plenty of unguided and even dumb bombs in the war. Yes sometimes they also missed an entire static target but the benefit of dumb ammo is that you will never run out of it and sometimes the military has to accept that they will not have shiny new toys in infinite number.
This is the US we are talking about with all it's expertise on advanced shit (credit where there is due) but look at how Ukraine struggles with air defense and Russia does not (yes, I know drones make it past but they will, considering how much gear Ukraine has the damage is minimal, plus many times the stuff is not even launched from Ukraine).
If USSR had a tradition of good avionics this war would be more easy for Russia but they've always focused on air-denial instead of air supremacy. Amazingly look at how Ukraine struggled less with air defense in 2022 and that's not only because Russians were using Su-22 against a modern military for some reason dropping dumb bombs like it's WWII but because Ukraine inherited Soviet stockpile and air-defense systems.

Yeah infinite lack of PGMs shows Russia cannot produce infinite PGMs and yes corruption plays a part but military is a sector NOT available to the public and public does not really know shit about what the military and intelligence are doing so you cannot have civillians in glasses inspecting the military. A state oversight with little responsibility on that sector will lead to corruption in any country.
