The state, even without being aware of it, is always trying to find ways to reach into and control the populace. Giving women the vote probably appealed to early 20th century politicians as being easily captured and controlled, easy to lead with propaganda, much less violent and revolutionary than the male vote. And generally, even without realizing it, the state as the "knight in shining armor" seeks any opportunity to interfere with the affairs of its subjects, because it all comes down to power. I think that early 20th century politicians were riding high on a sense of infallibility and moral superiority and that by giving women the vote they earned a bunch of good boy points that their great great grandchildren will have to pay for.
