A society enters its agreements and functions as such, and agreement and consensus is the thread that keeps a society (theoretically) cogent. But, as you expanded on, consensus is not always correct or right or good, it simply is and motivated by factors that are often far afield of the ideological presumption of how that agreement operates in reality, but one of good intent generally. Its success or failure is not immediately detectable and often the course of human events will shape it as such. As we see in the modern era, we have all too easily agreed to a consensus of baseline reality that simply not a good outcome. This is where Gramsci's work is important, because it can be used as a diagnostic guide for this failure of social construction and to correct course.
