Democracy has a scaling problem, but it doesn't work among a racially heterogeneous population anyway.Even in the Roman Republic they would appoint a dictator for 6 month stints. Dictator means first speaker. In the Roman Republic, dictators were elevated to that position willingly by the senate. A dictator was given executive command of the army or the ability to pass laws without the senate in times of crisis.
