Because that would have antagonized China. Washington didn't want a repetition of what happened when MacArthur invaded North Korea in 1950.
There was also no deliberate bombing of northern cities before 1972 for similar reasons (it would have killed lots of Russians and Chinese.)
What changed in 1972 was that Nixon went to China to ask Mao to stay out of the war, which was agreed to.
However by this time the war was already very unpopular in the USA so an invasion of the north was never seriously contemplated.
TLDR: Chinese and Viets don't like each other, nor do Russians and Chinese, despite them all being communists, but it took 11 years of war before Washington realized this fact and exploited it.
