For example The British Empire controlled India and had to deal with constant resistance just like how Israel today has to deal with constant Islamic resistance. It doesn't matter if Indians hate the British because you aren't stationing them in Britain, you're stationing them in some other colony. Empires always use the men from conquered societies as tools for future conquests. The Romans did the same thing. You don't want to garrison Gaulish troops in Gaul and Syrian troops in Syria because that creates a conflict of interest. What happens when those troops need to decide between siding with the empire and siding with their own tribe? If you're the empire it's much better to garrison the Gaulish troops in Syria, and garrison the Syrian troops in Gaul. That way you know those troops have no loyalties to the local population and are only loyal to whoever is paying them (ie you). You don't need to worry that Gauls and Syrians hate you because you aren't putting them in Rome, you are putting them in Gaul/Syria/etc.Israel plays the same game.
