Totally false. Far more flexible than what we have now, which is really just a false consensus uniparty. Look at how desperately people want immigration control and it's denied to them no matter how much they vote.In monarchies it was as simple as killing and replacing the standing monarch, or couping/exiling them. And it happened routinely. But if they were good, or capable at least, they tended to last a lot longer. It worked. It's why Europe became the world's foremost power. Ever since the monarchs died, Europe has declined as well. Nothing fits.
