They construct bridges and high-speed railways because a guy who studies and understands bridges and high-speed railways said they should build it, so they fucking build it. They physically make stuff. They do not wait for lawsuits or abstractions. Raw logistics and competence. Find location, find materials, find labor/workers, boom get to work. Then the citizen says "why don't their trains make profit for the government?" because they can't grasp the economic value the train provides. They do the same thing with the post office too. The USA moves so slowly now that they think China is like it was 40 years ago, because this is when the USA was on top and they don't want to challenge that notion.
