The problem with "comparative advantage" is that if a nation's comparative advantage is farming cheap cotton with cheap labor, then it will never progress beyond that, but if it tariffs imported cotton clothes, it can develop its own domestic clothing factories to meet local demand and eventually export higher value added goods instead of just commodities produced by cheap labor.It's similar to how an 18 year old's "comparative advantage" might be prostitution, but it's also not a good long term career plan
