The plan was to do a decapitation strike on the leadership and then just walk in after their government collapsed; problem is, this didn't happen. Their government didn't collapse and survived the assassination of their leadership because they planned for this and know how our military thinks. So, the only strategy he had to actually make it a quick "special military operation" instantly went out the window and backfired, spiraling into a protracted war he didn't plan on existing. NONE of this was a result of long-term planning nor anything resembling caution.
