I think elections are governed by a variety of factors, like a math equation. Money, populism, past vote (a propogation factor), all play into this. There are peaks and troughs created by the money situation, but they all exist in an environment created by the tide.Or another metaphor. Populism is like the height of the hill. Money is like the height of the building on the hill. Beyond a certain threshold, it becomes financially prohibitive to build higher. You end up spending $100 million per foot, then $1 billion per foot. So there's only so much that money can bias things, if the populist swell is against you. For the past couple generations we've been trapped in this cycleD gets elected --> fails to live up to promises --> R gets elected --> fails to live up to promises --> D gets elected....etcIt's a vicious cycle, where donors win, the party machine wins, and the people never get what they want. But if you examine states across the world with 1 party rule, you will notice that party is always populist. If you get elected on populism, you can secure a type of 'hegemonic rule'. That is very difficult in this system where donors and business have entrenched interests. The only person who has ever done it was Trump in 2016, and they pulled out all the stops to shut him down. To win a populist victory requires telling the donors "no". Or tricking the donors to electing you, then rugpulling them later. One way or another, the donors have to lose.
