Then put out an arrest warrant for Putin. Then declare himself as the leader. Would he be successful? Maybe. Maybe not. If he simply carried on the military actions against Ukraine as usual, then a lot of the military would simply accept that as the new status quo to be resolved after the war is over. The defenders were mostly police, paramilitaries and some FSB units.
