When you start losing even the hardcore fans it's not so much that the product's currently bad, because most of them will keep watching anyway, it's when they lose faith in the product in a bigger picture kind of way. As in too many dropped balls with potential stars. Too many of their favorites let go. Too many disappointing feuds and events. Even in 2019 when it was quite bad, it felt like it was more watchable. It was a show for an audience of 1, but still felt like it was made to be watched.
Now it's just a platform for ads and everything is just the bare minimum to get those metrics that they can sell to other businesses as success. There is no show to watch, only a product for other companies to sponsor.

It's a subtle difference because it's mostly just a vibe, but that's the biggest difference for me. I guarantee no one making the show ever sits down and watches the show. Because it's unwatchable.

It's booked too slowly and nothing ever happens. Even on the monthly PLEs barely anything happens anymore. The ads make watching the things live unbearable and there's not enough time given to matches. Triple H shows are just months upon months upon months of boring ass predictable 6/10 shows. they're not terrible, they're nowhere near as bad as bad Vince eras, but there's nothing to tune in for either. The shows literally do not matter at all, nothing advances, barely anyone wrestles, the 3-4 storylines they run across 6 hours of TV all go at a glacial pace and almost everything that happens is completely predictable. The only time they do something surprising it's stupid as fucking shit and obviously thrown together at the last second with no forethought like Pat McAfee or Cenas heel turn.
