It'd be a bad move. He's better off being a guy who people think they want to be world champion for as long as they can get away with it.
Let's say they put the belt on him today. Where does he go from there? He's not a special talker. There's no big matches to make with him. No one is interested in seeing him fight any of the current top guys and there's no natural feuds for the guy outside of Brock.
The guy has size and he has a look and an entrance. But his look isn't even world title level. He doesn't look at freakish as brock or Batista or whoever you could compare him to. He's okay in the ring, but again, nothing special.

Upper card guy who you maybe give a "thank you" run at best on the secondary world title when you have nothing else to do with it.
